Developer Analyst III (GIS) (R17-650)

The IT Application Developer Analyst performs design, development, maintenance tasks, analysis, problem determination and application/system administration tasks related to IT applications. The Application Support Analyst usually is self-directed but collaborates with other members within their team.

This position provides support to our Generation, Transmission and Distribution departments and other PGE users throughout the company. In this role, the developer will work with the GIS team to enhance, support and maintain the GIS application suite (ESRI ArcGIS, ArcServer, ArcFM applications). The developer will follow the teams GIS programming standards for design, testing, implementation and support. In this position developer will perform hands-on ArcGIS software development using C#, Microsoft .Net, Python and other programming tools. The developer will also perform GIS database modeling and optimization using the ArcSDE Oracle application


Experience and Skills Requirements

  • Typically a Bachelor’s degree in Information Technology, Computer Science, or related degree, or, equivalent work experience

  • Demonstrated ability to work effectively in a team environment

  • 3 – 6 years of IT experience in the development, application support or other technical areas of an IT department; recent degree graduates considered with relevant work experience or technical certifications

  • Developing tools, widgets and other programs with the Esri ArcGIS desktop, electric ArcFM, ArcGIS server, ArcGIS Portal and Web applications

  • Provide support for GIS infrastructure, database, and application issues

  • Experience in the following:.NET software development, Web Services, UML, XML, XSD, and WSDL Web services platforms and interoperability between J2EE, and .NET, platforms

  • Experience in GIS application design, programming, implementation, and support within electric utility GIS deployments is highly desired.

  • Working knowledge of programming languages, operating systems, database concepts and writing SQL queries, troubleshooting and testing methodologies

  • Ability to create and modify scripts for software configuration/applications

  • Ability to write step-by-step technical documentation and drawings (software deployments, testing steps, operational procedures)

  • Ability to follow technical documentation to perform software deployments, testing, and operational procedures.

  • Analytical ability to identify and evaluate software problems and work with team, DBAs, and/or vendor to resolve problems.

  • Good verbal and written communication skills.

  • Valid driver’s license required.

*Much of this job entails some Linux and Windows system administration to support the applications.*

  • Operating Systems: Windows, Unix/Linux (Linux Administration is highly preferred)

  • Testing Tools: HP Quality Center, Quick Test Pro

  • Scripting: SQL, JavaScript, shell scripting

  • Database Systems: Oracle

  • Integration middleware: IBM Datastage, DataPower, BPM, MQ

  • Miscellaneous: Visio, Windows Office Suite, Subversion
