General Ledger Accountant

SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

Primary Purpose:


The finance unit at Career & Technical education performs the critical function of supporting the finance needs of an active state agency with 40 employees. This unit is also responsible for the distribution of $70 million in state and federal funds to local schools and technical colleges throughout the state. Good customer service skills are a fundamental requirement for all employees in the finance unit. Under direct supervision of the Chief Fiscal Officer, the General Ledger accountant is responsible for the day-to-day operations of the accounting unit. This position will will work collaboratively with three other accounting professionals to ensure that Career & Technical Education is meeting all deadlines, providing accurate accounting data and is following proper control procedures. This position relies heavily on an understanding of Idaho State government accounting including the use of systems provided through the State Controller’s Office. This individual will also share the accounting responsibility of two federal grants. Incumbent must have a solid understanding of complex, accounting procedures and the ability to make sound accounting decisions with minimal supervision.

Primary Responsibilities:


• Manage all aspects of the agency’s general ledger including the monitoring of cash balances, releasing STARS (Idaho State Accounting Reporting System) entries, processing accounting adjustments.

• Prepare ad hoc reports using IBIS (Idaho Business Intelligence System Data Warehouse).

• Project year-end balances and compare to agency spending plan.

• Perform year- end close procedures required by the State Controller’s Office and prepare agency closing packages.

• Prepare statewide accounting reports as required including inventory reports, quarterly single audit reports, end of year 1099 reports and others as necessary.

• Advise agency on State purchasing rules and ensure that they are followed in all purchasing and contracting decisions.

• Serve as agency P-card administrator.

• Process accounts payable in STARS, Payment Services and Travel express.

• Process agency payroll in I-Time and payroll coding in IPOPS (Idaho Paperless Online Personnel Payroll System)

• Set up account coding (PCA) in STARS and ensure proper coding of transactions

• Assist Chief Fiscal Officer in preparing agency’s annual appropriation budget

• Assist agency staff with accounting and accounting system questions

• Prepare federal grant reports and perform federal cash draws in accordance with statewide Cash management Improvement Act (CMIA) agreement.

Minimum Qualifications:

• Bachelor’s Degree in accounting or equivalent credentials.

• Extensive knowledge and experience with State government accounting and with federal financial grants.

• Understanding of GAAP and GASB accounting standards.

• Ability to work independently, identify and meet deadlines.

• Experience providing accurate reports and other accounting data.

• Ability to work collaboratively and review the work of other accounting professionals.

• Possess strong written and verbal communication skills.

Preferred Qualifications:


• Master’s degree or CPA preferred.

• Understanding of secondary and postsecondary educational systems in Idaho.

• Knowledge of or experience with career & technical education.
