Financial Specialist or Senior Financial Specialist (DOE)

SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

General Summary :

The Idaho Courts have an exciting career opportunity for a Financial Specialist (or Senior) located in Boise, Idaho. The Financial Specialist or Senior Financial Specialist performs a full range of advanced professional, financial duties requiring the application of accounting and/or auditing theory, principles, and practices; performs related work. This position works under the general supervision of the Financial Manager of Finance and Operations Division .

Major Duties and Responsibilities : (The examples provided do not cover all the duties which the incumbent in this position may be required to perform.)

  • Performs professional level accounting and financial analysis duties
  • Performs reconciliations of fund accounts and automated systems accounts
  • Prepares, reviews and/or evaluates complex financial documents and reports
  • Performs grant administration functions such as budget preparation and monitoring, preparation of funding drawdown requests, development of policies and procedures, tracking and recording of grant expenditures, and evaluation of compliance requirements
  • Communicates with individuals in the court to respond to questions, problems, as related to financial and accounting activities
  • Maintains and monitors fixed asset inventory
  • Assist in the collection of data necessary to determine and record accrual adjustments
  • Reviews court expenditures for adherence to applicable policies and governing guidelines
  • Assist in developing and maintaining a system of internal controls which assures proper segregation of accounting functions
  • Performs cost effectiveness and cost-benefit analysis
  • Uses accounting software, automated systems and databases to complete work, record, store, and track information
  • Contacts individuals outside the department to explain actions and conclusions
  • Responds to inquiries and resolves sensitive and complex accounting problems
  • Prepares complex financial documents, plans and reviews financial operations, and handles difficult or sensitive financial matters
  • Designs, modifies, and implements financial-related systems or plays a significant role in their development
  • Participates in development of policies and procedures for financial reporting systems and conducts research into the financial needs of agency
  • Analyzes technical financial problems and provide professional assistance and advice concerning their solutions
  • Reviews financial data for completeness and compliance with federal and state laws and regulations
  • Performs other duties as assigned

Minimum Qualifications (Financial Specialist) :

Education and Experience:

  • Bachelor’s degree in accounting, finance, or a related field
  • A minimum of one year of experience working in finance, accounting or a related field; three years preferred
  • Previous governmental experience preferred but not required

Minimum Qualifications (Sr. Financial Specialist) :

Education and Experience:

  • Bachelor’s degree in accounting, finance, or a related field
  • A minimum of three years of experience working in finance, accounting or a related field
  • Certified Public Accountant or have met the requirements to sit for the exam preferred
  • Previous governmental experience preferred but not required

Knowledge, Skills and Abilities:

  • Knowledge of accounting generally accepted accounting practices
  • Knowledge of governmental accounting
  • Knowledge of Federal Uniform Guidance requirements
  • Knowledge of accounting software as well as MS Office software such as Outlook, Word, and Excel
  • Familiarity with Idaho STARS accounting and reporting system
  • Skill in providing excellent customer service and assistance to customers
  • Ability to express ideas and communicate suggestions and recommendations clearly and concisely, both verbally and in writing
  • Ability to work independently with minimal direction
  • Ability to prioritize and manage time well
  • Ability to organize work to meet multiple deadlines and achieve desired work results
