SUMMARY

Performs technical work associated with various business, financial or budget processes within the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

Maintains database and/or spreadsheets for tracking fund budgets or project accounts. Prepares and processes accounts payable/receivables and resolves discrepancies. Reviews and processes payments for capital projects; compiles and prepares data for billing outside agencies. Performs various administrative and support functions specific to department or division. Collects appropriate fees and processes permits. Responds to billing, fee, rate or permit inquiries; provides information or assistance. May assist with payroll and time sheet processes. May assist in conducting research in development or revision of rates, fees, or permitting. Works cooperatively with City’s finance and budget offices. Compiles and sorts documents, such as invoices and checks, substantiating business transactions. Verifies and posts details of business transactions, such as funds received and disbursed, and reconciles accounts; may maintain inventory records. Researches and compiles data for reports, and generates reports. Reviews project budgets for compliance with purchasing and accounting procedures, as well as for compliance with State and Federal requirements. Assists with project budget planning. Generates purchase orders through requisitions; verifies that purchasing guidelines are met. May oversee and direct the work of temporary employees.

QUALIFICATIONS The requirements listed below are representative of the knowledge, skills, and abilities required to perform the necessary functions of this position.

KNOWLEDGE, SKILLS, AND ABILITIES Intermediate financial, spreadsheet, database, and word processing software skills . Experience and ability to analyze financial data and track revenues. Proficient math and accounting skills. Detail-oriented and able to work with deadlines and multiple tasks. Experience and ability to track and monitor budget or funds. Experience and ability to research information and compile regular reports. In depth knowledge of purchasing, accounting and budget procedures. Ability to communicate effectively orally or in writing.

EDUCATION and EXPERIENCE

Associate’s degree in business, accounting or finance from an accredited college or technical school plus a minimum of 1 to 3 years of progressively responsible experience in accounting, business administration or related area, preferably in the public sector; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

REASONING ABILITY

Ability to solve practical problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
