Financial Analyst – Water

The Financial Analyst in the Portland Water Bureau Accounting group, is responsible for analyzing and reviewing financial reports and ensuring the compliance with Generally Accepted Accounting Principles (GAAP), policies, and procedures. The Financial Analyst is expected to work closely and collaboratively with bureau staff in various work groups providing assistance preparing, reviewing, analyzing and monitoring accounting transactions. Work requires a thorough understanding of financial analysis principles, methods and techniques; sound and objective policy analysis; independently selecting appropriate analytical methods in developing proposals and recommendations. The Financial Analyst is expected to carry out individual responsibilities with initiative, independence, and creativity while exercising sound professional judgment and strong communication skills.

The Financial Analyst will develop and utilize spreadsheets and other computer application to carry out assigned duties, projects and reports; and will explain accounting policies and procedures to other bureau staff and resolve accounting discrepancies and issues. Essential duties include but are not limited to preparing periodic financial reports and providing analysis of financial data; analyzing and preparing accounting transactions; and independently initiating appropriate accounting corrections; managing several complex year-end audit schedules; developing fleet and benefit rates; reviewing capital project cost; working with the external auditors and OMF Technical Accounting on the annual audit; and monitoring interagency cost. Experience working within an SAP financial system framework is desirable.

TO QUALIFY:

The following minimum qualifications are required for this position:

1. Knowledge of and experience applying Generally Accepted Accounting Principles (GAAP), including financial statement review and analysis.
2. Knowledge and experience applying the principles, practices, methods and techniques of financial analysis.
3. Experience preparing clear, concise and comprehensive reports, correspondence and other documents involving complex financial data in a manner appropriate to the audience.
4. Experience analyzing financial, operational and organizational problems and developing proposals and solutions.
5. Ability and experience establishing and maintaining effective working relationships with all levels of management and employees.
