Financial Analyst

The Department of Administrative Services (DAS), Office of Finance, Business Management unit, is seeking an experienced Financial Analyst .

Job duties include, but are not limited to:

  • Works under general direction of Department of Administrative Services (DAS), Administrative Support Division (ASD), Office of Finance, Business Management unit to examine, and/or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
  • Enters requisitions into Ohio Administrative Knowledge System (OAKS) financial (FIN) module and performs all requisition and purchase order activity (e.g., modifications, cancellations, resolution of budget errors), including dispatch of requisition to purchase order.
  • Participates in fiscal year end purchase order close out process.
  • Follows Office of Budget and Management’s (OBM’s) payment card policy and uses assigned payment card to make purchases (e.g., maintains payment card log, resolves payment card issues, verifies receipt of goods or services, maintains accurate records of requests and all supporting documentation).
  • Processes and logs Intra-State Transfer Voucher (ISTV) invoices provided in OAKS for Business Management unit.
  • Processes and tracks Certificates of Participation (COPs) and debt payments (e.g. obtains approvals, logs payment activity, completes PPF, submits PPF and supporting documentation to DAS Fiscal for processing, ensures timely payment has been made).
  • Provides assistance and support in managing assets for DAS divisions that receive services through DAS Office of Finance, Business Management unit.

Minimum Qualifications:
Completion of undergraduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or 12 mos. exp. as Financial Associate, 66561.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Major Worker Characteristics:
Knowledge of accounting; applicable state &/or federal laws, rules, procedures & standards governing fiscal operations*; ERP systems* (e.g., OAKS FIN) &/or federal accounting system*; purchasing*; budgeting. Skill in use of calculator, electronic devices (e.g., computer, tablet, cell phone) & applicable software applications (e.g., spreadsheets, databases, word processing), multi-purpose workcentres; OAKS BI reporting*. Ability to define problems, collect & analyze data, establish facts & draw valid conclusions; prepare &/or edit financial reports, records, &/or correspondence; gather, collate & classify information about data, people or things; concentrate with attention to detail; deal with many variables & determine specific action; collaborate with co-workers on group projects &/or respond to confidential & sensitive inquiries from employees, public & government officials.
