JOB SUMMARY

The Arizona Department of Revenue (ADOR) is currently seeking a Field Collector to provide an integrated, coordinated and uniform system of tax administration and revenue collections to the tax payers of Arizona. The person in this position plays a vital role by:

Provide quality customer service meeting or exceeding established performance measures, increasing online registration on AZTaxes as well as filing/paying compliance to deliver the expectations of fast, accurate and simple interactions. Build and maintain partnerships with stakeholders such as county and municipal governments by educating and training city tax authorities and providing support and resources regarding AZTaxes that will enable them to deliver any necessary materials or knowledge to their communities.

Contact taxpayers through phone calls, field visits to residences, place of employment, and/or businesses to resolve delinquent tax liabilities and/or to educate on AZTaxes. Adhere to any agency specific policies, procedures and/or practices and adhere to the standard of conduct with respect and professionalism. Educate business owners by helping them provide more accurate filing practices, maintaining compliance and providing a long term solution for their continue business.

Pursuant to ARS Title 42, the use of administrative enforcement including filing of tax liens, issuing levies for rights to property, referring cases to the courts for Order to Show Cause hearings, filing complaints for suspension/revocation of Registrar of Contractors licenses, filing affidavits of tax deficiencies with the Arizona Liquor Board and Control, filing of liens with the Arizona Motor Vehicle Division and Arizona Department of Game and Fish. Promote voluntary compliance, negotiate payment arrangements, offer in compromises, record case documentation, review financial statements and supporting documentation, safeguard confidential information, research tax compliance on an automated account management system, educate taxpayers, investigate levy sources, determine the use of administrative enforcement including the issuing of subpoenas to obtain and verify financial information and determine abatements or possible case referrals to the Attorney General’s Office for civil proceedings. Initiate the seizure and sale of assets and/or inventory when necessary to satisfy delinquent tax liabilities. Determine lien priority, review and analyze the value of assets/inventory, securing property and preparing and conducting assets for public auction which may include physically moving assets to set up a sale.

This may require lifting and moving items 50 lbs. in weight. Filing all public documents in statutory required locations.

Assist in development of a structured approached to identifying and eliminating non value added process steps division wide and make recommendations to integrate lean methods into the overall continuous improvement strategy of the division.

QUALIFICATIONS

Preferred qualifications: Five years’ experience in a customer service and collections environment; college level courses in business, accounting and finance; training in computer systems, web-base on-line services and effective communication classes.

· Obtain a valid driver’s license with no major driving citations in the last 39 months is required for all positions where driving is an essential function of the job.
