Arizona House Bill 2388 established the Achieving a Better Life Experience (ABLE). The ABLE Act allows certain individuals with disabilities and their families the opportunity to contribute to a tax-exempt savings account that can be used for maintaining health, independence, and quality of life.

The Arizona Department of Economic Security (DES), which will implement and administer the ABLE program, is seeking an Executive Director to develop and implement the program by adopting rules, guidelines, and procedures in consultation with the seven-member ABLE Act Oversight Committee appointed by the Governor’s Office. The Executive Director provides oversight and compliance with HB 2388, ABLE Act and represents the State of Arizona in the ABLE Act Consortium. This position conducts expansive community outreach to developmentally disabled persons and their families throughout Arizona, focusing on the purpose and benefit of the ABLE program; fields inquiries from other states on benefits of the ABLE program administered in Arizona; and serves as primary program director.

The Executive Director ensures all goals and objectives are effectively completed in accordance with set time lines; facilitates ABLE Committee meetings; and writes and maintains DES policy and procedures for the ABLE program. This position monitors and tracks all ABLE Act funds as appropriated by the legislature, ensures that an ABLE program-operating budget is established annually, and that the budget is implemented and monitored to assure maximum stewardship and integrity of all monies received and expended. The Executive Director assures all projects developed comply with Arizona State Procurement rules, policies, and procedures; and assures compliance with all state archival requirements pertaining to all documents produced by the ABLE Committee in conjunction with the ABLE program in Arizona.

Knowledge of: H.R.647, the Achieving a Better Life Experience (ABLE) Act of 2014; statewide services to persons with developmental disabilities; principles and techniques of management; state and federal public policy-making processes; and state procurement rules to enable timely and efficient development of proposals necessary to create grants, contracts and lnteragency Service Agreements.

Skill in : Expressive communication and effective public speaking; software programs for budget activities; problem solving and decision-making; supervising, evaluating, mentoring, coaching and counseling others.

Ability to: Organize, prioritize and complete multiple assignments under condensed time frames; monitor and manage budget processes; communicate concepts, positions and ideas clearly and concisely; work productively with board members; interact positively and effectively both verbally and in writing; efficiently read and analyze complex information related to rules, regulations and legislation; and maintain highly professional demeanor.

LICENSES/CERTIFICATIONS: Requires possession of and ability to maintain a current, valid Arizona driver’s license appropriate to the assignment.

IDEAL/PREFERRED CANDIDATE: Graduate Degree in Business Administration, Public Administration, Public Policy, Social Work, Human Services, Public Health, or related field, and five years of professional level management experience, or highly responsible, professional level administrative and analytical experience.
