HRD manages the ADOA Personnel System which consists of approximately 37,000 state employees from approximately 100 state agencies, boards and commissions. HRD has three primary functions. Maintain the infrastructure for personnel administration including the State’s payroll/personnel system (HRIS), the centralized job board (azstatejobs.gov), the hiring system (Hiring Gateway), the State’s centralized employee’s self-service website (YES), the classification and compensation system, and the Personnel Rules and policies that govern personnel within the ADOA Personnel System. Provides a number of services to state employees including a State Career Center and training through the Arizona Learning Center. Supports state agencies by providing human resources services in the areas of employee relations, staffing and recruitment, job classification, employee compensation, employee development, recognition, workforce planning and analysis, and operational support.

JOB SUMMARY

The Employee Relations Manager manages the Employee Relations Unit in Human Resources Administration for the Department of Economic Security (DES). The Unit is responsible for providing functional guidance to DES management, interpreting personnel rules, State Statues, Federal Law and developing department wide personnel policies. The Employee Relations Manager is also responsible for Step II Director Level Grievance responses and formal investigations assigned by the Director’s office. Additional responsibilities include:

  • Managing DES/HRA Central Satellite Offices which provide generalist services to assigned division(s)
  • Advising DES management of all aspect of employee relation issues
  • Directing HR Managers’ activities to ensure consistency throughout the department and other duties as assigned

KNOWLEDGE, SKILLS, & ABILITIES

The successful candidate for this position will possess a general knowledge of Federal Laws such as PLSA, EEO, FMLA, ADA and Employment Law; Arizona revised Statues, Arizona Administrative Codes and Personnel Policies; Organizational goals, practices, missions and functions of the Department. Your excellent communication skills, in person or in writing, will enable you to initiate and maintain interpersonal relations with subordinates, management, other agencies and the private sector. Your strong skills in analyzing and evaluating a wide variety of technical and administrative dates, goals and objectives contributes to prioritizing, problem solving and developing effective operating procedures.
