Director, Workforce Development Programs

Job Summary

Oversees all aspects of the Workforce Innovation Opportunity Act (WIOA) Title I, Adult Dislocated Workers (ADW) and Youth programs; plans, implements, administers and evaluates projects and activities necessary to ensure full programmatic compliance; will assume oversight of activities and responsibilities to reach across all Title I activities and operations in the area. The Director, Workforce Development Programs works in collaboration with the Workforce Connections (WC) Board, Executive Director, One-Stop Operator, One-Stop System Partners and key WC staff to plan workforce development strategies and goals to improve and ensure successful integrated WIOA operations and form alliances and partnerships within the local workforce development area.

Essential Job Functions

Directs the activities and operations of WIOA Title I programs, which includes targeted special population programs, and all other ADW and Youth programs.

Supervises and provides direction to Workforce Connections’ WIOA Title I programs staff.

Works with the WC Board and Executive Director in identifying potential sites and partners for future expansion of the Title I programs, both geographically and in serving targeted populations.

Ensures Title I programs are administered in compliance with applicable regulations and policies; reviews, interprets and communicates regulations, policies, and procedures to subordinate staff; directs the system integration of Title I operations with service providers and programs; directs the implementation and monitoring of corrective action plans.

Directs Title I program planning, development and implementation to ensure responsiveness concerning needs and availability of resources; participates in executive management meetings to recommend new and revised policies and procedures; implements new programs; reviews proposed policies and procedures and provides recommendations to administration; compiles and reports statistical information.

Directs staff regarding supervision of Title I service provider activities, programs, and support staff to accomplish the goals of Workforce Connections.

Directs Title I training and development.

Directs data quality assurance in order to address findings, trends, and data related activities.

Assists in identifying and securing opportunities to diversify WC funding streams and, when designated, oversees the development and implementation of new programs created by those funds that benefit the One-Stop Delivery System as a whole.

Ensures compliance with all WIOA guidelines pertaining to the Title I programs and seamless integration into the overall system delivery model.

Ensures appropriate training is provided to Title I program staff and Title I service providers; delegates authority and responsibility to service providers and staff by defining guidelines to accomplish specific assignments; provides counseling, guidance, and motivation; initiates or carries out disciplinary actions; establishes Workforce Connections’ Title I performance measure standards and evaluates performance.

Represents Workforce Connections in the community to recognize, assess, and respond to community needs and concerns; coordinates efforts with various service providers, government officials, professionals, to resolve issues of mutual concern; prepares reports noting trends or escalating issues; responds to request for information from interested parties such as board members, media, government officials and the general public.

Works closely with the Fiscal department to ensure the appropriate management of resources for Title I programs; ensure efficient operations and compliance with budgetary limitations; develops and submits budgetary recommendations to Fiscal.

Works closely with the Strategic Initiatives department to determine, plan and implement strategic initiatives as related to One-Stop Delivery System.

Works closely with Business Engagement department to plan and implement supply and demand strategies and efforts that align Title I clients with job opportunities with local employers.

Establishes and maintains effective relationships with economic development agencies in the local area needed for the supply/demand alignment.

Provides agency-wide oversight related to organizational and professional development of staff related to leadership development, management development, and organizational effectiveness and productivity.

Coordinates agency-wide staff meetings to provide updates, reports issues, concerns and cross-departmental communications.

Coordinates analysis of required performance measures and prepares negotiation responses for Title I Youth and ADW programs for state and federal consideration.

Addresses compliance and performance matters as related to WIOA Title I programs and Department of Labor standards and regulations.

Develops plans, policies, procedures and recommendations that support Title I programs and foster future program development and growth.

Establishes Workforce Connections’ Title I performance measures and evaluates performances.

Analyzes Title I program performance outcomes and expenditure rates.

Recruits subject matter experts to participate in various Workforce Connections’ Panels (e.g., Youth and Special Populations)

Coordinates various Workforce Connections’ Panel efforts and agenda items for discussion and informing WC Committees and Board.

Provides staff support to Consortium, Board, Committees and Panels related to Title I programmatic issues.

Compiles and prepares information for reports as needed for presentations to Workforce Connections staff, Consortium, Board, committees, panels and other interested parties.

Builds and sustains workable partnerships with community organizations and federal, state, city and county agencies that benefit the One-Stop Delivery System as a whole.

Travels to multiple sites and locations to visit and oversee quality service delivery processes.

Manages confidential information.

Regular and consistent attendance.

Other duties as assigned.

Wage

$95,000-$128,000 yearly

Minimum Qualifications

A Bachelor’s degree and (5) years of full-time senior level management experience that exhibits the candidate’s ability to effectively perform the duties and tasks related to this position. A combination of formal education and directly related experience may substitute for the degree.

Required Knowledge

Current federal and state laws statutes, policies and regulations pertaining to workforce investment boards and the Workforce Innovation and Opportunity Act.

Legislation, regulations, policies and procedures for program development and implementation.

Principles and practices of program planning, development, quality and control mechanisms, budgeting and management.

Principles and techniques of effective management & supervision.

Modern office procedures and methods, including office hardware and software commonly used in program management.

English usage, spelling, grammar and pronunciation.
