DIRECTOR OF PROCUREMENT SERVICES FOR CONTRACT MANAGEMENT

Under general direction of the Chief Procurement Officer and/or other designated supervisor, the Procurement Contract Management Director of the University System of New Hampshire will have overall responsibility for the contracting process for the procurement of goods and services at the University System of New Hampshire. The Director will lead a team of individuals responsible for delivery of world-class customer service to campus stakeholders in matters relating to the contracting for the procurement goods, services and equipment in accordance with University System policies and procedures. This position is located in the System office in Concord, NH.

1. Bachelor’s degree, in a business or financial oriented curriculum. Preferably a Master’s Degree in Business Administration ( MBA ).

2. Qualified candidates will preferably have a valid certification by the Institute for Supply Chain Management as a Certified Professional in Supply Management ( CPSM ) credentials AND five years of significant contract management experience, preferably in a large multi-faceted higher education or governmental organization, including three years of direct contract management and review authority.

3. Advanced knowledge of contract related activities including: negotiations, legal, regulatory, operational, finance and relationship management.

4. Strong negotiating skills.

5. Objectivity, good judgment, and interpersonal skills sufficient to effectively communicate with users, business offices, vendors, and other involved parties.

6. Administrative and supervisory skills.

7. Knowledge and understanding of Uniform Commercial Code, NAEP Code of Ethics as well as related Federal and State procurement laws and regulations.

8. Automation and computer skills.

Duty/Responsibility

Contract Lifecycle:

Manage the administration of contracts by drafting, reviewing and negotiating all levels of legal agreements such as confidentiality, vendor, purchasing, service, and other types of agreements with the ability to recognize key business issues.

Mediate vendor disputes and seek legal advice when appropriate.

Identify potential risks and/or take necessary steps to safeguard USNH exposure and interest.

Develop and maintain a library of form documents, contract clauses, templates, and historical documents, and add or revise as needed.

Engage General Counsel in contract review process.

Manage the review, authorization and tracking of delegation of authority for USNH .

Duty/Responsibility

Contract Management:

Manage the review and approval process, including developing and deploying business processes across USNH that facilitate the tracking of approval and execution of all contracts.

Oversee and improve the contract management process and system.

Responsible for databases, reminder tools, and other online applications related to the work of the Contract Management Team.

Leverage existing technologies to support the contract management process and identify additional technology needs to augment specific categories where applicable Support Procurement Services through the development and management of procurement metrics that support the efficient and effective management of university funds.

Duty/Responsibility

Campus Outreach:

Develop strong collaborative relationships with key internal stakeholders to strategically manage contract and vendor relationships.

Act as procurement subject matter expert in consulting with the business units on negotiation strategies, contract review, vendor management, procurement policies, and best practices.

Develop strong partnerships with Procurement Operations, Strategic Sourcing Management, and General Counsel.

Duty/Responsibility

Operational Support:

Be responsible for day-to-day management of procurement contract management functions, including supervision of staff.

Manage procurement services spend analytics and reporting against key performance indicators (KPI’s).

Manage the responding to information requests and audits from state and federal regulators.

Be responsible for major system projects and strategic sourcing initiatives as assigned.

Assist in the hiring of purchasing personnel, and in the training and supervision of clerical and support staff.

Maintain necessary files/records as required.

Perform related duties as assigned.
