Director of Governmental Relations
MassDevelopment is accepting applications for a Director of Governmental Relations. Offering a wide range of finance programs and real estate development services, MassDevelopment supports economic growth, development, and investment across all sectors of the Massachusetts economy: public and private; commercial, industrial, and residential; and nonprofit, including healthcare, educational, cultural, and human-service providers. Our staff works in collaboration with developers, businesses, and banks to identify investors and leverage funds to support economic growth.

Under the general direction of the President and CEO, the Director of Governmental Relations is responsible for analyzing legislation and developing recommendations on legislative policies and strategies in connection with the Agency’s mission, products, services, and objectives on all federal, state, and municipal matters that affect the Agency’s enabling act and current and business plans. The position is responsible for coordinating with internal departments, partners, and external stakeholders on governmental matters that affect or potentially affect the Agency or its projects.

Core Responsibilities of the Position:

  • Serves as the primary liaison between the Agency and federal, state, and municipal officials.
  • Analyzes pending legislative actions and determines the potential impact on the organization. Monitors legislative and regulatory activities and develops Agency positions.
  • Develops goals and implements strategies that achieve success on legislative issues identified by the executive management team.
  • Provides insight into legislative history and develops legislative strategy for the Agency. Provides statutory interpretation in consultation with the legal department.
  • Works with legal department to draft legislation to support Agency objectives.
  • Prepares briefing memos for the President and CEO on legislative issues.
  • Clearly communicates and represents the Agency’s legislative positions and objectives to federal, state, and municipal officials and their staff members in support of Agency goals.
  • Conducts business-related legislative policy analysis, research, review, and recommendations.
  • Develops and maintains working knowledge of current state and federal administration priorities that may affect the Agency.
  • Advises the General Counsel and Executive Team on legislative matters, strategies for redevelopment of surplus state and federal property, statutory interpretation, and institutional matters.
  • Coordinates internal and external resources to accomplish desired goals.
  • Establishes strong, mutually respected relationships and assists communications staff in managing communications with state government and agency officials, trade organizations, and other external parties that impact Agency programs.
  • Makes presentations to the President and CEO, stakeholder groups, and Board of Directors as necessary.
  • Performs other duties as assigned.

Qualifications:

  • The individual in this position must work well with others, be a self-starter that can work independently with little direction or in team environment, make appropriate decisions and take full responsibility for those decisions, and communicate appropriately with other members of the Agency’s executive management team, business units, and partners. This position also requires the ability to exercise mature judgment derived from a strong political sense.
  • Hold an advanced degree and have 10 years of related experience in government or legislative affairs.
  • Be a proven leader with the ability to influence organizational priorities.
  • Have a track record of building and leading effective teams; outstanding communication, presentation, and writing skills; and analytical and problem-solving abilities.
  • Have knowledge of economic development policies and issues at federal, state, and municipal levels.
  • Have positive interpersonal, diplomatic, and negotiating skills that can be applied to both internal and external relationships with diverse personalities.
