Director of Administrative Services

Boulder County Public Health (BCPH) works to protect, promote, and enhance the health and well-being of all people and the environment in Boulder County. We are looking for a dynamic and skilled leader to join our management team as the Director of Administrative Services.

The Director of Administrative Services leads a team that supports the administrative functions of a variety of programs at Boulder County Public Health (BCPH). The position reports to the Executive Director and is a key member of both the Executive Directors Team and BCPH Management Team. Responsibilities include a variety of professional and administrative work in leading, planning, coordinating, and directing the administrative functions of BCPH, including business process improvement, human resources, fiscal, and facilities management. The position requires strategic thinking to navigate complex contracts and a collaborative approach for implementing new public health programming ideas. The position works collaboratively with agency staff to set and implement agency policy and priorities and to ensure adherence to national, state, and local funding requirements. The Director of Administrative Services is expected to be a strong, forward-thinking, enthusiastic, and skilled leader with a solid understanding of the underpinnings of the importance of public health.

Participates in department strategic planning, ensuring that developed budget goals align with organizations goals; contributes toward sound organizational management, revenue enhancement, appropriate cost containment, and budget maximization of public health programs.

Plans, prepares, monitors, and directs all aspects of the BCPH budget.

Assures that BCPH budgets are effectively monitored for appropriate resource allocation, revenue, and spending.

Maintains fiscal oversight for all programs, regardless of funding source.

Serves at acting Boulder County Vital Records Registrar.

Ensures that all accounting and financial reporting systems meet the needs and strategic goals of the department.

Provides financial and administrative subject matter expertise to help programs achieve their public service objectives.

Ensures public confidence in BCPH’s ability to legally and ethically accept and manage public funds.

Working with staff and the County Attorney’s Office, assures all administrative processes follow applicable laws and regulations, and are as efficient and Lean (i.e. Lean Six Sigma) as possible.

Reviews and authorizes all BCPH contracts and grants.

Ensures that a variety of cost and financial reports are available to provide information for staff and funding and contracting agencies.

Establishes internal controls for BCPH that ensure compliance with the Boulder County Board of County Commissioners and BCPH policies, as well as governmental, auditor, and grantor requirements.

Directs and supervises all accounting, financial reporting, human resource, payroll, purchasing, volunteer services, support services, vital records, and facilities management functions for BCPH.

Hires, trains, supervises, coaches, evaluates, and terminates administrative staff in concert with appropriate managers or delegates, as well as Boulder County Human Resources.

Serves as primary liaison to Boulder County Human Resources.

Develops strong relationships with partnering county departments, maintains contacts to ensure consistency with similar county functions.

Develops strong relationships with governing, funding, and regulatory agencies. Working with other county and state administrative partners, looks for continuous quality improvement opportunities and works collaboratively and timely to address administrative issues at a local and state level.

Advises supervisors in matters relating to personnel policies; ensures that employee relations are handled in a fair, equitable, and consistent manner, in conformance with the Boulder County Personnel and Policy Manual .

Coordinates BCPH’s requirements for capital equipment and directs the maintenance program for physical assets.

Represents BCPH in administrative matters at the local and state level.

Participates as a member of the BCPH Management Team with the following responsibilities:

Representing the needs of BCPH Administrative Services on the Management Team.

Providing administrative resource advice and support and technical expertise for the Management Team.

Working with the Management Team, ensures consistency with program and site policy implementation.

Other duties, as assigned.

REQUIRED QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor’s degree in public administration, public health administration, business administration, or closely related field.

Experience: Minimum of five years of increasingly responsible professional work experience in business functions and administrative management, including supervisory, budget, human resources, and fiscal responsibilities. Two years of experience should be in public administration at the local or state government level, preferably within a local public health department.

Any equivalent combination of education and experience.

Knowledge, Skills, and Abilities:
Extensive knowledge and experience with leadership and management principles and theories, including organizational change and business process improvement.

Excellent organizational skills that demonstrate realistic priority setting and the ability to apply them to public health administration.

Demonstrated personnel management skills, including ability to motivate, encourage, support, and coach staff to optimum performance.

Demonstrated ability to work effectively with local, state, and federal funding, governing, and regulatory agencies.

Familiarity with generally accepted accounting principles and working knowledge of federal Office of Management and Budget (OMB) rules and regulations.

Extensive knowledge of the principles of human resource management, information technology, supervision, public accounting, governmental budgeting and financing, labor standards, and public ethics.

Excellent written and verbal communication skills and the ability to exercise these skills in both group and individual settings.

Ability to work collaboratively and effectively with other employees, agencies, and the public, with an emphasis on team management.

Independent judgment and ability to work effectively under pressure.

Demonstrated skill in optimizing the use of technology to provide services and improve processes.

Demonstrated skill in conflict resolution, mediation, negotiation, problem solving, and team building.

Ability to effectively articulate ideas and concepts in a public setting.

Ability to embody agency values of teamwork, respect for others, integrity, innovation, and ongoing personal and professional development. Special Requirements:

Must have access to reliable transportation that is readily available for business use.
