Position Summary:

Under general supervision of the Chief Financial Officer (CFO), accomplishes the objectives of the Finance Division by strategic planning, organizing, and managing the accounting and payroll functions to assure optimal return on financial assets, establish financial policies, procedures, internal controls, and reporting systems. Ensures all accounting functions and programs, including payroll, are maintained in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards. Assists in the development and review of county budgets. May act as the Chief Financial officer in the CFO’s absence. Maintains confidentiality of all privileged information.

Minimum Qualifications:

•Bachelor’s Degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration or related field.

•Six years’ experience controlling centralized accounting activities for multiple fund programs and/or accounting operations, which must include at least four years in public sector accounting.

•Four years’ management and/or supervisory experience across all years of job related experience.

Preferred Qualifications:

•Master’s Degree from an accredited college or university in Business Administration, Accounting, Finance or Public Administration.

•Certified Public Accountant (CPA) certification.

•2+ years of hands-on experience preparing all sections of a Comprehensive Annual Financial Report (CAFR) for a public sector entity.

•3+ years of financial statement audit experience – preferably in the public sector, under an Independent Public Accounting firm.

•Experience in Financial System and/or Enterprise Resource Planning (ERP) system conversion and/or utilizing Tyler Munis ERP System.

•Demonstrated continuing professional education in Governmental Accounting, Auditing, GASB, and GFOA course material over years of experience.

Essential Duties & Responsibilities :

•Develops strategic plan for multiple accounting functions, divisional plans, goals and objectives and ensures compliance to contractual obligations, County, State, and Federal laws and regulations.

•Assists in the development and execution of the strategic operating goals and objectives; oversees the planning, development, implementation and maintenance of programs, policies, procedures, goals, budgets, systems and processes.

•Supervises personnel including work allocation and prioritization, training, performance evaluation and management; motivates employees to achieve high performance, creates and fosters a team-oriented and collaborative work environment.

•Prepares financial statements; prepares fiscal and budget reports for internal management and external agencies; develops projections and analysis with recommendations and conclusions for management.

•Reviews and approves accounting policies and procedures for compliance with GAAP and with requirements established by funding sources and other governmental agencies.

•Directs and/or prepares and produces the Comprehensive Annual Financial Report; assists in preparation of the county budget; works with departments to resolve accounting and financial issues.

•Advises departments on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel.

•Contributes to division’s effectiveness by identifying short- and long-range issues, providing information and commentary pertinent to deliberations, recommending options and courses of actions; and implementing directives.

•Participates in the development, implementation, and maintenance of a system of internal controls to safeguard public funds and comply with various legal requirements, regulations and standards from federal or state government, local ordinances, granting agencies, and other regulatory bodies; manages county property for which responsibility is not otherwise assigned.

•Oversees accounting for all County funds and operations.

•Monitors all banking relationships.

•Supervises the posting and adjusting of all accounts; researches and determines proper accounting for transactions to assure compliance with GAAP

•Has primary responsibility for coordinating with independent auditors, the State Department of Finance and Administration and other regulatory agencies, as necessary, to ensure compliance with state laws pertaining to local government financial matters; supervising the collection and custody of public funds and all debt administration.

•Maintains a system of internal controls for all accounting transactions and administrative controls as related to employees, capital assets, accounts payable, payroll, accounts receivable, other accounting functions, and compliance.

•Oversees the development and posting of adjusting journal entries to correct posting errors, records indirect costs, recognizes earned revenue, and reconciles receivables to ensure integrity of financial systems. Prepares and reviews external monthly, quarterly, semi-annual, and annual financial reports for submission.

•Maintains a working knowledge of financial markets and makes investments of public funds; advises the Chief Financial Officer on financial matters, such as bonds and debt.

•Assists department managers with development, modification, and monitoring of budgets.

•Oversees team leaders for assigned accounting sub-systems; coordinates with assigned staff from Information Technology; assures that potential system upgrades are thoroughly researched and tested; assures that links to other accounting subsystems are valid.

•Presents accurate and timely financial reports of income, receipts and expenditures and all funds and special reports to the County Manager and Council. Advises the County Manager and Deputies, Council, Boards and Commissions, Chief Financial Officer, and departments on county financial matters.

•Communicates with and represents the division to external agencies, consultants, funding agencies and other organizations and individuals.

•Conducts regular division reviews of all financial systems according to established policies, procedures and regulations.

•Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences, reviewing professional publications, establishing networks, participating in professional societies, and conferring with representatives of contracting agencies and related organizations.

•Represents the division at various meetings; acts as consultant to County departments in complex matters.

•Ensures records systems are maintained in accordance with generally accepted accounting GAAP standards and local and state retention requirements.

•Manages and/or oversees annual audit; works with the State Auditor and County Audit Committee to select and contract with an audit firm; prepares and reviews audit schedules and financial statements required for the audit.

•Ensures strict confidentiality of financial records and other privileged information.

•Contributes to a team effort and accomplishes related results as required.

•Performs other duties as required.

Physical Demands :

While performing the duties of this job, the employee regularly is required to sit and stand; have manual and finger dexterity; stoop, and talk or hear. The employee is occasionally required to crawl, climb heights, reach above shoulder level, crouch, kneel, balance, push/pull, and carry. The employee must be able to see and record small numbers. The employee must occasionally lift and/or move up to 25 pounds.

Work Environment :

Work is performed in an office setting with a moderate noise level. Travel, attendance at various meetings and work outside of normal business hours may be required.
