    We have many facilities located throughout the nation: 122 institutions, 6 regional offices, a headquarters, 2 staff training academies, and 26 residential reentry management offices.

    In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

    Qualified Preference Eligible Veterans may be exempt from meeting the maximum age of 37. Please refer to the Required Documents Section for the appropriate documentation to submit to validate veteran eligibility.

    Responsibilities

    The incumbent is responsible for analyzing production costs. Validates and verifies costing information for production items manufactured by UNICOR. Reviews and recommends release of new cost roll-ups for products/product families resulting in revaluing finished goods.

    The incumbent will create detailed trend analysis by product family for material, overhead, and breakeven analysis, job cost variances and Cost/Selling price analysis for contract recommendation and documentation. The incumbent will collaborate with production and financial management making recommendations for improvements. The incumbent evaluates actual manufacturing costs, prepares and reconciles cumulative cost reports for daily, monthly, quarterly and yearly distribution. Researches and resolves discrepancies with appropriate parties. The incumbent assists in managing the operating program by supplying accounting and financial statements, reports and other information of a factual nature, to include data on job analysis of manufacturing statements.

    Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

    Qualifications

    To be considered for the position, you must meet the following qualification requirements:

    Basic Requirements:

    A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.(The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

    B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

    3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    Experience

    You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

    Some examples of this qualifying experience are:

    • Experience in conducting cost accounting research to resolve such matters as the choice of depreciation methods, methods of cost allocation, user charges, cost consequences from dissolution of an activity or organization, and agency costs.
    • Experience in determining the appropriate methodology for measuring manufacturing and production cost, examining the Profit and Loss Statement by product family and/or Business Group, matching costs with outputs and completing analyses on product life cycles and profitability by product lines.
    • Experience in evaluating actual manufacturing costs, preparing and reconciling cumulative cost reports for daily, monthly, quarterly and yearly distribution and maintaining a complex accounting program, which includes, but is not limited to managerial and cost accounting.

    Combination of Education and Experience

    Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

    The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

    Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

    This position has been identified as test designated. Incumbents will be subject to urinalysis testing under the BOP Drug Free Workplace Plan.
