Summary/Objective

The contract specialist position is responsible for performing contract assignments in support of local or centralized procurement activity or in the audit/review of that activity.

Essential Functions

Participates as a team member to submit bids to provide a variety of required goods and services and administers contracts.

Performs basic contract analyses for firm fixed-price, labor hour, or similar contracts.

Performs commonly used analysis tasks related to pre-award, post-award and/or price/cost analysis functions to perform well-defined and precedent contract actions.

Researches and identifies candidates to fill key personnel position on proposal efforts.

Researches and analyzes prices and past performance.

Assists with contract initiation and termination procedures.

Analyzes business practices and market conditions to assist with bid responsiveness, contractor responsibility and contractor performance.

Presents factual information; composes memoranda, minutes and reports; and drafts contract provisions and supporting documents, including non-disclosure agreements, teaming agreements, and draft subcontracts.

Organizes work in terms of objectives, priorities and deadlines and provides additional assistance with new or unusual assignments.

Plans and carries out recurring work using established procedures, conferring with the supervisor or higher-level specialists as necessary on technical problems.

Work Environment

This job primarily operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.

Travel

Travel is primarily local during the business day, although some out–of-area and overnight travel may be expected.

Required Education and Experience

Bachelor’s degree in finance, business administration or related field, or equivalent number of years of applicable experience.

  • Preferred Experience

At least two years of experience in professional procurement and contracting, which includes the review of contracts, including provisions, and review of solicitation documents.
