Position Summary

Final salary to be determined by the selected candidate’s

experience and qualifications.

Responsible for strategic planning and coordination of the

functions and activities within the Finance Group at the

Authority. Will lead the execution of strategic plans

for the Accounting, Systems, Payables, Receivables, and

Payroll divisions of the Authority. Controls,

coordinates, and directs the Authority’s financial operations

including all associated programs, systems, and financial

reporting mandates. Provides strategic direction,

coordination, and teamwork in the oversight of all accounting

processes within the Authority such as payroll, accounts

receivable, and accounts payable, as well as debt compliance

and public funding. Oversees accounting staff in the strategic

preparation, reporting, and analysis of financial statements,

preparation of monthly, quarterly, and annual financial

reports, oversight of required internal annual audits, and

general ledger maintenance, and annual tax filings.

Coordinates among various CTA departments and/or divisions

within the Finance department.

Primary duties and Responsibilities

Establishes strategic direction and execution for the functions

of the Financial Reporting, Grant Accounting, Accounts Receivable,

Payroll and Financial Systems Operations groups in maintaining CTA’s

ledger and payroll functions.

Directs the administration of programs, through management, to

ensure that Authority financial activities are appropriately

functioning, monitored and reported. Responsible for ensuring

timeliness and accuracy of payroll, accounts payable, accounts

receivable, and cash receipts. Supports preparation of financial

statements, business activity reports, financial position forecasts,

and reports required by regulatory agencies.

Directs and monitors the timely preparation of monthly,

quarterly, and annual financial statements and reports in

conformance with Generally Accepted Accounting Practices (GAAP),

Governmental Accounting Standards Board (GASB), and other

governmental financial reporting requirements. Provides analysis

and approves external reports required by regulatory bodies.

Ensures accurate accounting standards are utilized in accordance

with federal and state regulations.

Develops, evaluates and monitors organizational effectiveness in

order to execute the responsibilities and functions of the Finance group.

Evaluates and monitors the performance of the Finance Group

management and supervisory staff for compliance with Authority

programs and policies and the attainment of established goals and

objectives. Hires, trains, develops, monitors, and evaluates staff.

Reviews and recommends personnel actions for approval.

Directs the programs, policies, and procedures applicable to the

functions and activities involving revenue, disbursements,

liabilities, risks, and related forecasts.

Directs the preparation of data in order to ensure compliance

with governmental financial reporting requirements. Ensures

accurate accounting standards are utilized in accordance with

federal and state regulations.

Oversees the annual Audit. Provides oversight of various internal

financial audits.

Participates in the development and administration of financial

and audit programs, policies, goals, and objectives as directed by

the Chief Financial Officer. Coordinates with other groups,

including Budget, Treasury, and Revenue.

Performs related duties as assigned.

Qualifications

EDUCATION/EXPERIENCE REQUIREMENTS

Bachelor’s degree in Accounting, Finance, Business

Administration, Public Administration, or a related field, plus

ten (10) years of experience in a public or private sector

Finance, Accounting, or Audit department, of which five (5)

years is in a management role, or an equivalent

combination of education and experience relating to this position.

Certified Public Accountant (CPA) or Masters in Business

Administration (MBA) preferred.

PHYSICAL REQUIREMENTS

Requires sitting for extended periods of time, standing,

visual acumen, manual dexterity, and fingering for working

with computer keyboards.

May be required to travel to various field locations as part

of scheduled property and storeroom inventories, or on

special project assignments

KNOWLEDGE, SKILLS, AND ABILITIES

Detailed knowledge of GAAP, GASB, and Sarbanes Oxley and an in

depth knowledge of government approved financial and accounting

systems and applications.

Detailed knowledge of the operations, services, and activities

of a large scale Finance operation.

Detailed knowledge of the operations and functions of the

Finance/Comptroller, Accounting, and Payroll Operations Departments.

Strong executive and administrative skills necessary to

competently plan, direct, and coordinate the strategic functions

of the Finance Group.

Strong organizational and management skills necessary to

define, develop, and evaluate objectives, standards, and

performance levels for assigned groups.

Strong analytical skills necessary to review, assess, and

evaluate data from various diverse sources and generate

effective solutions and competent decisions.

Strong strategic and organizational skills with attention to detail.

Strong written and oral communication skills including

presentation experience to diverse audiences.

Ability to work well with others collaboratively.

Ability to competently plan, direct, and coordinate the

functions of the department.

Ability to define, develop, and evaluate objectives, standards

and performance levels for assigned groups.

Ability to review, assess, and evaluate data from various

diverse sources and generates effective solutions and competent decisions.

Ability to maintain amiable and effective working relations

with management and external contacts.
