The COBRA Specialist will process, coordinate and assure compliance and adherence to all applicable federal and state regulations as each pertains to continuation of benefits. Responsibilities include: issuing COBRA notices and enrollment notices; issuing appropriate delinquency, late or termination notices; monitoring and performing bookkeeping functions concerning each qualified beneficiary’s COBRA account and the Client’s account; and issuing reports/notifications to appropriate insurance vendors.

Essential Duties and Responsibilities: The responsibilities include but are not limited to the following: * Enter qualifying events and print election forms. * Enter employee information received from clients into COBRA system. * Create enrollment packets for individuals qualifying for COBRA. * Bill individuals for COBRA payment. * Collect payments from COBRA participants and post to system * Handle customer service inquiries from participants, clients and carriers and other parties regarding COBRA. * Ensure compliance with federal and state COBRA regulations. * Communicate with all levels of internal associates as well as management. * Communicate with vendors and clients.

Knowledge, Skills, & Abilities: * Strong sense of urgency and work ethic as well as professional. * Must demonstrate initiative, ability to be self-directed, as well as work effectively as part of a team. * Ability to meet deadlines and multitask. * Must demonstrate exceptional organization and resourceful skills. * Experience and understanding of COBRA management, rules, and regulations including self-funded plans and other benefit programs.

  • In depth knowledge of medical, dependent care, parking/transit, HRA and HSA claims processing. * Knowledge and understanding of COBRA, Section 125/105, HIPAA, ERISA and state benefit and continuation guidelines. * Advanced Excel skills (including ability to create and use basic formulas) and ability to learn new software. * Advanced computer skills in other software programs such as Word, Access and HRIS systems. * Excellent customer service skills. * Ability to perform data entry accurately, timely, and regularly. * Effective communication skills. * Ability to assess and resolve problems, and know when to escalate issues to management. * Strong working experience in COBRA and FSA/HRA administration highly preferred.
  • Qualifications and Requirements: Associate’s degree (A. A.) or equivalent from two-year college or technical school; or one year to two years related experience and/or training; or equivalent combination of education and experience.

Job Type: Full-time

Salary: $30,000.00 to $35,000.00 /year
