Civil Engineer

The Clackamas County Department of Transportation and Development is seeking an experienced Civil Engineer to work on major transportation projects. These projects are in the Transportation Construction Line of Business, focusing on improvements of roads, bridges, paving, and/or storm drainage infrastructure. Some of the key components of the position include providing professional engineering expertise in the design, plan & specification preparation, construction project management, as well as preparing reports, project cost estimates, and project scopes of work. The Civil Engineer leads the work of engineering technicians and other staff assigned to projects, related to the county road system and infrastructure improvements.

Required Minimum Qualifications/ Transferrable Skills: *

  • Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. (Note: Proof of registration will be required prior to the final offer of employment is extended to the selected candidate. Registration in another state where registration was acquired by examination will temporarily fulfill this requirement, provided Oregon registration is obtained within one (1) year of hire.)
  • At least three (3) years of experience applying engineering principles and practices to the design and plan preparation of construction projects related to improvements of roads, bridges, paving, and/or storm drainage infrastructure
  • At least three (3) years of experience developing plans, preparing reports, specifications and project cost estimates for construction projects
  • Experience leading the work of others, including consultants, engineering technicians and other staff; (Lead work includes providing daily work direction, assigning work and checking completed work)
  • Experience resolving contractual issues between contractors
  • Knowledge of basic principles of project management, including basic proficiency with MS Project software application
  • Proficiency with AutoCAD computer software application
  • Effective verbal and written communication skills
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver’s license, and possess and maintain an acceptable driving record throughout the course of employment. Specific information on the County’s driving policy can be found at Driving and Vehicle Policy (EPP 52).

Preferred Special Qualifications/ Transferrable Skills: *

  • Proficiency with AutoCAD Civil 3D software application
  • Knowledge of hydrology and hydraulics as applied to the overflow and inlet design and the ability to utilize hydrological design computer programs
  • Knowledge of structural materials, their strengths and methods for testing and pavement design
  • Experience performing constructability reviews on project plans, specifications and estimates
  • Knowledge of Oregon Department of Transportation and federal aid processes and requirements related to construction projects

WORK SCHEDULE

This position works 40 hours during a workweek with flexibility in schedule. Incumbent may choose to work as follows:

  • 8 hours per day / 5 days per week: Monday – Friday
  • 10 hours per day / 4 days per week: Monday – Thursday
  • 10 hours per day / 4 days per week: Tuesday – Friday

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

ABOUT THE DEPARTMENT

The mission of the Department of Transportation and Development (DTD) is to assist citizens and businesses in creating vibrant, sustainable communities through innovative and responsive public service.

DTD is responsible for a broad range of county services involving land use planning and permitting, building permits, county code enforcement, solid waste and recycling, road construction and maintenance, surveying, plat approvals, public land corner restoration and dog services. The county’s urban renewal programs also report to DTD.

RESPONSIBILITIES

Duties may include but are not limited to the following:

  • Designs and prepares plans and specifications for public works projects, including storm sewer collection systems, road improvements and traffic controls; prepares scope of work, project cost estimates and proposal reports.
  • Serves as project engineer on major engineering projects; leads the work of engineering technicians and other staff assigned to projects.
  • Prepares reports and project cost estimates for federal, county, and city agencies; coordinates reimbursement billings, County matching payments and other financial matters related to grant funded transportation and improvement projects.
  • Confers with the public and County staff on issues related to the County road system; communicates information by telephone, correspondence or personal contact.
  • Oversees and conducts engineering studies; collects and analyzes field data; develops conclusions based on statistical and field evidence; designs traffic intersections, channelization, signs, signal and related structures.
  • Reviews the design and engineering plans for road improvements, traffic controls and infrastructure improvements.
  • QUALIFICATIONS

    Thorough knowledge of: Principles and practices of civil, stormwater and roadway engineering; English grammar; algebra, geometry, trigonometry, and calculus; geology as applied to road construction; hydrology and hydraulics as applied to the capacity of water distribution and sewage treatment equipment and facilities; overflow and inlet design; engineering computer software applications; drafting principles and practices; structural materials, their strengths and methods for testing; route surveying processes and techniques; basic principles of project management; pavement design; pavement management systems.

    Skill to: Communicate effectively, both orally and in writing; apply engineering principles and practices to the design, construction and maintenance works or related projects; utilize hydrological or traffic design microcomputer programs; read topographic maps and gauge station data; lead the work of subordinate personnel; establish and maintains effective working relationships with County staff and the public.
