Chief Information Technology Officer

The City of Idaho Falls is accepting applications and resumes for the position of Chief Information Technology Officer. This position directs, manages, supervises and coordinates the activities and operations of the Information Technology Division within the Municipal Services Department, including hardware, software, network, data and cyber security, telephone, and computer systems administration; identifies, recommends, develops implements, and supports cost-effective technology solutions for all aspects of the organization; prepares bid specifications and analyzes bid proposals for computer and network equipment and software; coordinates assigned activities with other divisions, departments and outside agencies and facilitates the protected flow of digital data to the various entities.

Essential Functions:

Assumes management responsibility for assigned services and activities of the Information Technology Division activities; manages, upgrades, and directs the installation, operation, and maintenance of information technology hardware and software; manages and maintains data and equipment security; administers and provides ongoing technical support and training for City staff.

Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends within departmental policy, appropriate service and staffing levels.

Works closely with other City departments to ensure effective working relationships; ensures that training of City staff is planned and scheduled as appropriate and ensures that all employees receive necessary technical training on various hardware device such as computers, tablets, telephones, etc., as well was various software applications.

Plans, directs, coordinates, and reviews the work plan for information technology staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies, implements discipline and termination procedures.

Oversees and participates in the development and administration of the Department’s annual budget; forecasts funds needed for staffing, equipment, materials, supplies; monitors and approves expenditures; implement adjustments.

Coordinates information technology capital improvement purchases for City.

Plans the programs and operations to meet the various short and long-range goals of the City as related to information technology needs.

Manages and provides the deployment, monitoring, maintenance, development, upgrade, and support of all information technology systems, including services, PC’s, operating systems, hardware, software, data base administration, data security, peripherals and application development, and telecommunication systems.

Evaluates existing information technology needs of all departments and divisions; proposes recommendations to maintain and improve the quality of service; plans, coordinates, and implements improvements in service.

Prepares bid specifications and analyzes bid proposals for computer and network equipment and software, and telecommunications equipment and software.

Maintains all service and other contracts for the department; works with vendors to keep computers and related equipment under appropriate contracts; keeps current on contract conditions.

Monitors age and performance of current equipment to budget for repairs and replacement; performs updates on both system software and vendor software.

Coordinates networking data transfers with other agencies.

Oversees and coordinates data conversion projects, updates, etc.

Manages and/or coordinates implementation of all technology projects within the City.

Responds to the needs and questions of computer users, concerning their access to resources on the network, stand-alone personal computers, or attached devices; assists in problems relating to various software programs as necessary.

Oversees and facilitates repairs to personal computers and/or network system.

Maintains inventory control of all City information technology equipment.

Ensures the security of all network files, assignment of network, and backup of all network data.

Serves as the liaison for the Information Technology Department with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.

Serves as needed on various boards, commissions, committees, special project teams; prepares and presents staff reports and other necessary correspondence.

Recommends modifications to information technology programs, policies and procedures as appropriate.

Attends and participate in professional group meetings; maintains awareness of new trends and developments in the field of information technology; incorporates new developments as appropriate.

Performs related duties as required.

Minimum Qualifications:

1. Education and Experience:
A. Bachelor’s degree from an accredited college or university with major coursework in computer Science, information systems, or related field; AND B. Six years of increasingly responsible information technology experience including three years of administrative and supervisory responsibility.

2. Knowledge, Skills, and Abilities:

Considerable knowledge of operations, services and activities of a comprehensive information technology program, advanced principles and practices of computer science and information systems; advanced principles and practices of program development and administration; principles of complex network systems security measures, tools, policies and practices; theories, concepts, principles and practices of new and emerging technologies, concepts, principles and practices of information system strategic planning; operational characteristics of mainframe and networking systems; system analysis; programming and data processing; use, capacity, characteristics and limitations of computer hardware and software; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles and practices of computer operations; telephone/telecommunication systems, principles of management, supervision, and principles and practices of municipal budget preparation and administration; pertinent Federal, State and local laws, codes an regulations; general municipal government practices and procedures; city practices and structures.

Considerable skill in use of computers, network systems’ architecture and configurations; professionally furnishing and obtaining information from other divisions and departments; presenting data that may influence important decisions; operating office equipment including menu driven personal computer systems, printers, photocopying machines, and optical scanners, etc.

Ability to oversee and participate in the management of comprehensive information technology programs; oversee, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; analyze user needs and develop cost effective solutions utilizing appropriate technology; manage the development and conduct user training programs; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate new service delivery methods and techniques; communicate effectively, verbally and in writing; make basic decisions where established procedures do not always apply; adapt to changing technologies and learn functionality of new equipment and systems; perform complex analytical functions; operate personal computer and apply various program applications related to word processing, spread sheets and presentations; develop effective working governmental administrators, programmers, and system maintenance personnel; effectively manage workplace stress related to time deadlines, work pace demands, shifting priorities, and rapid changes within the information technologies industry.

Work Environment:

Work is performed primarily in a standard office environment with some travel to different sites, may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings. Tasks require variety of physical activities, such as walking, standing, stooping, sitting, reaching, and lifting. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic domestic and international travel required in normal course of job performance.
