Business & Technology Applications Specialist

  • Recruitment Range: $57,000 – $95,000; Salary Grade Equivalent: 81*

NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services.

The DHHS IT Division provides enterprise information technology leadership to the department, counties, other state agencies, and their partners so that they can leverage technology, resulting in the delivery of consistent, cost effective, reliable, accessible and secure services.

The primary purpose of this position is to provide senior-level business and systems analysis and programming for applications in a variety of environments. The role of this position utilizes a matrix team approach which can be expected to assign and manage work efforts of up to ten team resources. Job responsibilities include the following:

Provide program level application design and analysis from both written and verbal detail program specifications

Debug complex computer programs, write specifications, design new programs, and analyze and modify existing programs

Design and support applications and web sites using DHHS standard tools

Provide complete documentation

Write test plans and participate in peer testing

Follow and track technical project activities, milestones and deliverables

Participate in developing suggestions to management on enterprise development practices and tools

Mentor and train users in standard development practices and tools

Provide standard project deliverables such as status and time reporting

Respond to client needs for information

Participate in planning meetings and project estimating

Knowledge, Skills and Abilities / Competencies

Demonstrated experience with Microsoft Visual C#.NET; Microsoft ASP.NET; HTML; CSS; XML; XSL; JavaScript; HTML5/Responsive Design; AJAX; PDF; SMTP; web services standards SOAP, UDDI, and WSDL; Microsoft Communications Foundation (WCF); Bootstrap; TLS; Managing certificates; consuming third party web services;

Familiar with Microsoft MVC; Microsoft Visio; Microsoft Project

Technical knowledge in database platforms and tools such as Microsoft SQL Server including database and table design; Mainframe DB2 access from .Net; XML

Proven ability to design and support relational database structures and write SQL scripts for database queries

Experience using application architecture tools such as PDF generation, integrating Word, Excel with .Net applications and frameworks for Microsoft Visual Studio 2015 including Microsoft .NET framework 4

Experience using web servers via Microsoft IIS, including Microsoft .NET framework 4 and publishing .Net Applications

Experience using reporting platforms including MS SQL Server Reporting; RDLC Reporting using Visual Studio; HTML Report writing

Must have a high degree of business and technical oriented knowledge with significant practical experience in application/information systems development and support activities, such as systems analysis, design, modeling, programming, and operations and maintenance support

Demonstrated experience in application development tools and techniques

Strong interpersonal and technical skills

Excellent oral and written communication skills, including the ability to translate business and technical ideas and issues into clear and concise language

Proven analytical and organization skills

Demonstrated experience in direct client contact

Proven ability to maintain effective working relationships with end users and other internal/ external staff

Management prefers applicants with the following:
Technical knowledge in standard development tools, programming languages, and technologies such as: Microsoft Visual C#.NET; Microsoft ASP.NET; Microsoft Classic ASP; Microsoft VB.NET; HTML; CSS; XML; XSL; JavaScript; HTML5/Responsive Design; AJAX; PDF; SMTP; Java; web services standards SOAP, UDDI, and WSDL

Technical knowledge in database platforms and tools such as Microsoft SQL Server, Mainframe DB2, XML, Oracle, etc.

Experience using application architectures, tools, and frameworks for Microsoft Visual Studio 2008, 2010, 2012 and above, including Microsoft .NET framework

Experience using web servers via Microsoft IIS, Apache Tomcat

Experience using reporting platforms such as MS SQL Server Reporting and Crystal Reports

Experience writing web applications that are compatible with Mobile phones, tablets and desktop computers

Minimum Education and Experience Requirements

Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development;

OR

Bachelor’s degree with some computer coursework from an appropriately accredited institution and three years of experience in business applications consulting or development;

OR

Associate’s degree in computer programming and three years of experience in application consulting or development; or an equivalent combination of education and experience.

Journey level requires an additional one year of experience.
