Salary Grade Equivalent: 77 / Recruitment Range: $45,000 – $75,000

The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services.

This position works within the Office of Procurement Contracts and Grants (OPCG) within the Department of Health and Human Services, supporting procurement computer applications and the reporting systems, from a system access and troubleshooting/issue resolution perspective. The following will be the duties of this position:

  • Will provide security/access (add, delete, reset, approval flow changes/edits, and compliance/system user audits) for NCAS and eProcurement, while demonstrating understanding of segregation of duties when providing access to various screens and modules.
  • Provide support (either system access or running reports) for reporting systems and/or modules such as Extend (XTND) and Information Exporter(IE).
  • Trouble-shoot purchase orders and/or invoices and route to appropriate channels for resolution.
  • Ensure compliance with applicable departmental and state laws regarding system access and application access controls
  • Analyze and implement efficiencies for running reports and synthesizing data.
  • Teamwork: Provide Level 1 support to assist team members with customer service calls.

Knowledge, Skills and Abilities / Competencies

  • Ability to establish service delivery times as well as set and maintain customer expectations.
  • Ability to multi-task and prioritize competing priorities.
  • Communicate effectively in oral and written form and maintain rapport with other state government personnel.
  • Knowledge of procurement rules and regulations.
  • Ability to interpret purchasing policy and procedures, research and analyze problems and recommend solutions to program users and supervisors.
  • Possess organization and filing skills in addition to knowledge regarding records retention.
  • Computer skills and experience in using business system software applications and Microsoft Office Suite of products (MS Word for typing, reviewing, editing, creating documents; MS Excel for analysis of data using tables, charts, percentages; and MS Access recording data into a database).

Minimum Education and Experience Requirements
Bachelor’s degree in a discipline related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
