Business Technologist – Experienced

Skills

– Support decision-making by providing data, analytical tools and evaluation techniques/methods.

– Utilize state-of-the-art computer technologies to capture and model significant business processes and evaluate business practices.

– Work with teams of managers, data stewards, process partners, and customers to facilitate the delivery of the business intelligence necessary to guide the Agency toward strategic success.

– Use a variety of computer software tools including, but not limited to: Data Base Management Systems (DBMS), On-Line Analytical Processing (OLAP), Data Mining, Report Generation, Data Transformation, and modeling.

– Utilize performance measurement techniques, economic analysis, data warehousing, managerial cost accounting, business modeling and financial reporting.

Qualifications

Entry is with a Bachelor’s degree plus 6 years of relevant experience, or a Master’s degree plus 4 years of relevant experience or a Doctoral degree plus 2 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience, or an Associate’s degree plus 8 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.

– Degree must be in a Business Field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (e.g., Engineering, Systems Management, Computer Science, and Information Technology).

– Relevant experience must be in business or finance (e.g., economic analysis, managerial cost accounting, business modeling, data warehousing, or financial reporting), and can also include financial (or business related) computer programming. Formal or informal supervisory experience is required. Experience with DoD and IC sponsored programs and Certified Defense Financial Manager (CDFM) or DAWIA Financial Management (FM) level II is preferred.

*New hires required to obtain DAWIA Level I certification within 24 months.

Pay, Benefits, & Work Schedule

Salary Range: $94,796 – $145,629

Salary offers are based on candidates’ education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

This is a full-time position, Monday – Friday.

Specialized Competency

– Evaluate and develop (using mathematical, statistical, economic, and engineering techniques) cost models and cost estimating relationships on efforts that reflect schedule, performance, and economic factors.

– Review the nature and quality of cost data sources and evaluate their relevance to analyses; recommend action for improvement and use of sources; and, establish relationships with providers.

– Employ some combination (2 or more) of analysis, computer science, mathematics, and software engineering skills to devise strategies for extracting meaning and value from large datasets.

– Through analytic modeling, scripting, and/or programming, develop and implement qualitative and quantitative methods for characterizing large datasets in various states of organization, cleanliness and structure.

– Build, improve, and maintain cost databases and tools used in the development of cost estimates.

– Understand Planning, Programming, Budgeting, and Execution System (PPBES) and contractor cost accounting systems as needed to evaluate cost, schedule and performance and to develop cost estimating relationships.

– Translate practical mission needs and analytic questions related to large datasets into technical requirements and, conversely, assist others with drawing appropriate conclusions from the analysis of such data. Effectively communicate complex technical information to non-technical audiences.

– Make informed recommendations regarding competing technical solutions by maintaining awareness of the constantly-shifting requirements associated with the collection, processing, storage and analytic capabilities and limitations of the organization.

– Design analytic tables, reports and dashboards using business intelligence tools and platforms.

– Receive and convey information using computers, software applications, multimedia and other technologies and techniques.
