Duties and Responsibilities:

Plans, organizes, coordinates, and evaluates highly complex budgetary activities. Informs management of budget variances, explains causes, and measures impact on department resources. Identifies root cause of problem areas, analyses and recommends solutions and potential process improvements.

Consults with departments at all levels of staff and management. Coordinates the utilization of departments operating budgets based on actual cost performance, previous budget figures, estimated revenue, and irregular and unusual transactions and problem resolution. Liaison between all departments and central operations. Provides technical budget support and training to all areas.

Prepares detailed and final documents of the annual operating budget. Includes the annual Budget Document and Report of Actual’s as well as State budget adjustment requests reviewed by CNM Governing Board and submitted to the Higher Education Department. Prepares regularly scheduled reports for the Governing Board and Finance Committee. Conducts annual visits with each department to discuss prior and current year budgets. Provides alternative funding options to departments.

Reviews and develops budget formulas for allocations and distribution of funding to schools, departments, and student clubs. Approves Internal budget Revisions (IBRs) submitted by departments. Manages all replacement cycles for the college including computer, equipment, and vehicle replacements.

Ensures accuracy and budget implications of funding for personnel changes through position control monitoring. Determines budget implications and process adjustments. Responsible for establishing position numbers, ensuring continuation of budget, and identifying org/fund/program code mismatches.

Performs cost/benefit analyses evaluating best practices for new proposals or existing programs requiring knowledge of how each entity of the college works including Financial Aid, Contracts/Grants, Work Study, Non Profit entities, and Capital outlay. Researches, compiles, maintains, and updates budgetary forecast data to provide management with expenditure data for Capital Projects, Small Projects, Salaries and Benefits funding as well as all operational expenses.

Minimum Requirements:

  • Bachelor’s degree in Accounting, Finance, Business, Public Administration or related field and eight (8) years of professional experience in the accounting or finance field.
  • Experience in grant or fund accounting required. Public or Higher Education experience preferred.
  • Preferences:

  • Knowledge of budget formulation presentation and execution. Principles of budget and financial analysis and industry best practices.
  • Knowledge of Capital Budgeting and Asset Management skills.
  • Knowledge of state and federal grant programs and process of managing grants from business, industry, and foundations.
  • Excellent accounting skills and experience in grant financial management.
  • Ability to design and test cost-benefit models for revenue and program projections.
  • Advanced understanding of Generally Accepted Accounting Principles (GAAP) and government accounting pronouncements related to higher education operations.
  • Working knowledge of the State Procurement Code.
  • Advanced skill with Excel, Finance system, and reporting expertise.
  • Ability to assess contract compliance and product/service quality.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Advanced PC skills, including spreadsheets, database, graphics, statistical forecasting and modeling.
  • Ability to work independently and prioritize assign work.
  • Ability to provide exceptional customer service.
  • Excellent communication skills, including oral, written and/or nonverbal.
  • Ability to manage multiple projects and meet deadlines.
  • Ability to use independent judgment and to manage and impart confidential information.

    8am-5pm, with some flexibility on daily hours
