Budget and Finance Administrator

Duties

    • Summary
      .
      Representative Duties

      • Formulate, evaluate, and implement policies, procedures, and protocols related to financial and budgetary operations in the district court and the probation and pretrial services office. Advise managers, executives, and judges on court financial and budgetary matters and serve as project manager on special initiatives. Provide guidance and assistance to other units within the district on financial and budgetary matters.
      • Develop, analyze, and administer the court’s budget. Confer with the court unit executives to formulate, plan, and execute the annual budget and long-range budgetary plans. Prepare and present budgetary reports to judges, court unit executives, and other court personnel.
      • Maintain, reconcile, and analyze accounting records, consisting of a cash receipts journal as well as subsidiary ledgers for allotments and other fiscal records. Review and perform accounts payable and accounts receivable duties and have responsibility for the accuracy and accountability of monies received and disbursed by the court. Prepare, update, examine, and analyze a variety of regular and non-standard reports as requested by any court unit, the Administrative Office of the United States Courts, the United States Department of the Treasury, financial institutions, and other organizations and agencies.
      • Recommend and perform reprogramming actions to cover projected account shortfalls.
      • Research and analyze financial and budget-related questions, problems, trends, and areas for efficiency/improvement, and respond to and prepare written correspondence. Conduct work measurement and work productivity studies related to financial, budgetary, and associated activities and prepare reports for the court.
      • Ensure that the court unit is in compliance with the Guide to Judiciary Policy, internal controls, and generally accepted accounting principles. Prepare documents to identify findings and develop written recommendations for changes. Assist with updating the court’s Internal Controls Manual and coordinate audit activities.
      • Ensure that appropriate internal controls for disbursement, transfer, recording, and reporting of monies are followed. Review vouchers for payments related to expenses incurred by the court. Accept responsibility for files and documents related to the monetary aspects of case management. Oversee the work of, and train, financial and budget support staff; including, assigning, monitoring, prioritizing, and reviewing work.

      Conditions of Employment
      A bachelor’s degree in accounting, finance, business administration, or a related field is required. Advanced degree is preferred. A CPA is also preferred.

      Qualifications
      Experience: Prospective candidates should have two years of general experience and at least two years of specialized experience that consists of progressively responsible experience in at least one but preferably two or more of the functional areas of financial management and administration such as budgeting, accounting, auditing, or financial reporting that provided a knowledge of rules, regulations, and terminology of financial administration.

      Additional Duties

      • Use a wide variety of manual and automated accounting systems, spreadsheets, and cash management tools, and assist and train other court employees to use these systems and tools.
      • Consult with and provide advice and guidance to court unit executives, senior managers, and staff to improve the effectiveness and efficiency of budgeting and financial systems.
      • Direct and assume responsibility for multiple phases of installation and implementation of projects, financial systems, and new initiatives.
      • Administer and manage special projects, research and analyze information, and conduct similar activities, as applicable.
      • Perform other duties as assigned.
