Budget Analyst (Pathways Recent Graduate)

This is an upward mobility position located under the Chief, Business Office. The incumbent functions as a Budget Analyst with responsibilities related to budget formulation, presentation, and execution and works with higher grade technical and professional staff in support of Finance programs and activities. Assists managers and colleagues in researching and resolving issues involving the application of regulations, guides, and standards; s/he provides advice on the control of financial resources and forecasts fund usage.

The Budget Analyst internship offers qualified candidates a comprehensive two year training opportunity designed to provide experience in a wide range of hands-on fiscal activities in addition to the main subjects of accounting, budget analysis, and the Decision Support System. Also, you will have opportunities to work with medical and support services throughout the hospital, as well as participate on interdisciplinary work groups and committees that address ways to plan better services for Veterans. Intern graduates will have the knowledge and understanding of the functions of budget formulation and administration, and will possess familiarity with VHA governing policies, procedures, and regulations.

Work Schedule: Monday – Friday, 8:00 a.m. to 4:30 p.m.

P romotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Recent Graduate Program: You must be a recent graduate who has completed, within the previous two years a qualifying degree. Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

Specialized Experience:
For the GS-5 level:
Applicants must have completed a 4-year course of study leading to a bachelor’s degree (Transcripts Required).

For the GS-7 level:
Applicants at this level must have one full year of graduate work or have a bachelor’s degree with superior academic achievement (Transcripts are required). Superior Academic Achievement is determined by:

Class standing–Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the School of Medical Technology, based on completed courses.

Grade-point average (G.P.A.)–Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

The incumbent works primarily in an office setting. The incumbent must be able to focus on computer screens and input data for extended periods of time. The incumbent will occasionally travel to conference and training, and must be mobile around the medical center. Work may consist of extended hours and lengthy periods of concentration.
