Salary :
Starting salary for the Payroll & Benefits Specialist (pay schedule 81-05) is between $28,496 and $47,008 per year; starting salary for the Payroll & Benefits Specialist – Advanced (pay schedule 81-04) is between $35,880 and $59,196 per year. Salary will depend on qualifications and experience, plus benefits. A 12-month probationary period is required.

Salary for current state employees will be determined in accordance with the current Wisconsin Compensation Plan.

This position is located in downtown Madison in close proximity to a variety of food, music, recreation and shopping venues.

Position Summary :
As the Benefits Specialist, you will be the primary resource on health insurance as well as other insurance programs and flexible spending accounts. You will also serve as the Worker’s Compensation Coordinator, processing claims and medical statements, as well as determining lost time payments.

Special Notes :
Due to the nature of this position, a criminal background check may be required prior to appointment.

Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications :
Minimally qualified applicants will have the following:
One year of payroll experience (or comparable education), including processing timesheets and personnel transactions.

One year of experience administering employee benefits programs, including provision of benefits counseling to employees.

Computer skills in a business environment, including Microsoft Outlook, Word and Excel.

Excellent problem solving and communications skills.

Well-qualified applicants will also have the following:
Experience using Peoplesoft for payroll and benefits purposes.

Experience with Income Continuation Insurance (ICI) or worker’s compensation insurance.

Experience interpreting and applying State of Wisconsin laws and policies pertaining to payroll and benefits.

At the Advanced level, candidates will have the qualifications listed above and will demonstrate skills to address highly complex issues related to payroll and benefits.
