Auditor Trainee

This is beginning level auditing work developing, through in-service courses and on-the-job training, the knowledges, skills, and abilities required to perform auditing tasks. An employee in this class assists in the examination of fiscal and related records, reviews operational procedures, and assists in the performance of audits for compliance with grant requirements of municipal departments and other agencies which receive City appropriations or Federal and State grants and on organizations doing business with the City. Through experience gained by exposure to various phases of financial, operational, and compliance audits, the employee is given a progressively expanding range and complexity of assignments. Contact with departmental representatives is a significant aspect of the work. Work is performed under the supervision of a technical superior.

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.

ANTICIPATED ELIGIBILITY : Candidates who meet all eligibility requirements within nine months of the application deadline will be admitted to this examination. Candidates may not be hired until all requirements have been satisfied. Candidates must indicate their anticipated graduation date.

1. EDUCATION : Completion of a bachelor’s degree program at an accredited college or university, with a major in accounting or certification as a Certified Public Accountant by the Commonwealth of Pennsylvania.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Candidates MUST submit a copy of their official college or university transcript(s) indicating completion of the educational requirement at the time of application. Transcripts MUST indicate conference of the appropriate degree. Failure to enter into a payment agreement shall result in the cancellation of the appointment and removal from the certification. The name of the eligible candidate will be returned to the eligible list.

Only an on-line application will be accepted for this exam. Paper applications will not be accepted.

Notes to Applicants

Hiring Bonus – Employees are eligible for a lump sum hiring bonus of $2,500. The bonus will be paid in two parts: $1,000 after the employee has completed three months of satisfactory full-time probationary employment and $1,500 after the employee has completed twelve months of satisfactory full-time employment. The employees must meet all requirements contained in civil service regulation 6.32 to receive the bonus.

ELIGIBLE LIST

OPEN – COMPETITIVE . Only an open competitive eligible list will be established as a result of this examination. Permanent City employees will receive no promotional preference in this examination.

Periodic Eligible List:

The examination for this class is announced on a periodic basis. The eligible list established as a result will be merged as candidates are tested.

Candidates who passed a periodic or continuous examination may not apply for the same examination as long as the candidate’s name remains on the eligible list. Candidates who fail or those who pass and whose names are subsequently removed from the eligible list prior to being appointed for a continuous or periodic examination may apply for the examination again 180 days following the last date on which the candidate took the examination. If a candidate takes an examination sooner, the candidate will be considered examined in error. The candidate’s test papers will not be scored.

Any person who did not appear to take this examination after being notified to appear may re-apply for the same examination now. If you think that you are eligible to apply because you either failed the examination or did not appear to take the examination and you were unsuccessful in your attempt to apply for this examination, please contact the staff member named at the end of the announcement for assistance.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

RESIDENCY WAIVER : The Civil Service Commission has waived the usual requirement that candidates must be residents of Philadelphia within six (6) months of appointment. Establishment of residency in Philadelphia will be required no later than one (1) year after appointment.

PREFERENCE FOR PHILADELPHIA RESIDENTS : Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score.

To receive such preference, candidates must respond to the question regarding residence when they appear to take the examination and to the supplemental question regarding residence later in this form.

If candidates are required to appear to compete in an examination, the response on that day will be used to determine eligibility for preference for residents.

If the examination is a training and experience evaluation, the response on this application will be used to determine eligibility for preference for residents.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

U.S. VETERAN’S PREFERENCE

Ten points for veteran’s preference will be added to the scores of eligible veterans who apply for open competitive tests and pass the examination. You must be honorably discharged from the U.S. armed forces. Attach a DD214, member 4, to your application if you wish your eligibility to be reviewed. Spouses of disabled or deceased veterans may also be considered.

LEGACY PREFERENCE

The children or grandchildren of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations. Candidates who qualify for this preference and who take and pass open competitive civil service examinations shall have ten points added to their final score. The candidate must successfully pass all parts of the examination before points are awarded.

NATIONAL VOLUNTEER SERVICE PREFERENCE :

ADDITIONAL POINTS :

Up to 5 additional points will be added to the examination score of any candidate who has passed the open competitive examination and who has:

A. Successfully completed a term of volunteer service with Peace Corps, AmeriCorps NCCC (including FEMA Corps), or AmeriCorps VISTA

Such candidates will be awarded five (5) points for the completion of one term of service with Peace Corps, AmeriCorps NCCC , or AmeriCorps VISTA .

B. Successfully completed at least 450 hours of service with AmeriCorps State and National (including Teach For America).

Such candidates will have:

1 point added to their final score if they have completed 450 Hours of the above service.

2 points added to their final score if they have completed 675 Hours of the above service.

3 points added to their final score if they have completed 900 Hours of the above service.

5 points added to their final score if they have completed 1700 Hours of the above service.

The candidate must successfully pass all parts of the examination before points are awarded.

Projected Exam Date

This examination will be tentatively scheduled for August 1 and 2, 2017. Please note that these examination dates are subject to change.

Virtual Testing May Be Utilized For This Oral Examination

Candidates taking an oral examination may have their responses rated in person by a panel of Subject Matter Experts on the date of the examination, or have their responses recorded on the date of the examination and rated by Subject Matter Experts at a later date. Please refer all questions regarding this examination to the analyst listed below on the announcement.

A Published List of Candidates and/or an Eligible List is planned for the week of August 7, 2017. Please note that this date may change.

An Eligible List may be established simultaneously with the Published List of Candidates (when an immediate need to hire exists) or upon first certification request by the hiring authority.

Test Review

In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Issues related to the suitability or adequacy of point scores awarded to passers are not appealable to the Commission. Call 215-686-0880 if you wish to schedule a Test Review.
