Assistant to the City Manager

Job Description: Under general supervision of the City Manager, performs research and analysis of specific management, legislative and policy issues impacting the City/BLW and presents recommendations to the City Manager for consideration. Employee serves as Project Manager for various inter-departmental programs, activities, and projects as assigned. Represents the City Manager at various meetings and events as assigned. Prepares and manages department budget.

~ Tracks city-wide projects for the City Manager, and coordinates with Department Heads to ensure project efficiencies and timely completion.

~ Performs reviews of internal processes to ensure best practices after in place.

~ Confers with the City Manager in directing and/or coordinating a variety of management activities; participates in the review of issues facing the City and the development/implementation of programs.

~ Attends meetings of the City Council, BLW, other City related Boards and Commissions and other groups as required; represents the City Manager at various meetings in the consideration of general concerns and problems affecting the total operation of the City.

~ Manages special projects as assigned by the City Manager. Regularly reports status of ongoing assignments and any unresolved problems.

~ Prepares and manages the budget for the City Manager”s Office.

~ Assists the City Manager in developing annual budget recommendations to the Mayor and City Council.

~ Assists the City Manager in reviewing strategic plans submitted by all City/BLW departments.

~ Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, current events, and procedures affecting local government operations.

~ Provides technical assistance to officials, staff, citizens and other interested parties upon request determining facts of situation/request by careful examination of details provided, researching and interpreting laws, rules and regulations relative to the situation and responding to the inquirer in an expeditious manner, offering alternative measures if needed.

~ Handles citizen concerns via telephone and on-site visits to assess potential problems. Assesses situation in context of City/BLW email, laws, rules and regulations. Coordinates solution with the pertinent department within the limits of the City/BLW rules and regulations or makes alternative recommendations for the citizen to resolve issue(s). Communication with the citizen is performed in an expeditious and courteous manner conveying a willingness to assist the citizen.

~ Maintains communication with municipal and other local government advocacy groups. May represent the City/BLW at meetings of such advocacy groups.

~ Creates reports pertaining to the operations and activities of the City/BLW.

~ Manages interdepartmental work groups on issues as assigned by the City Manager.

~ Resolves interdepartmental issues as assigned by the City Manager.

Knowledge, Skills and Abilities: Preferred Qualifications –

~ A Master”s degree in Public Administration or Business Administration, Management, or closely related field and a minimum of four years” responsible local government management or executive experience is preferred.

~ Knowledge of various local government department functions and procedures.

~ Must have excellent verbal and written communications skills. Ability to compose detailed written reports and correspondence. Ability to make presentations and give speeches to various citizen and association groups. Communication skills include skill in negotiation, persuasion, creating presentation media and explaining and interpreting technical information.

~ Must have excellent PC skills and the ability to effectively use various programs and applications as needed.

~ Knowledge of project management and ability to effectively manage multiple projects and priorities.

~ Must have a valid Georgia driver”s license or ability to obtain at time of hire. Must have satisfactory seven-year driving history to include no DUI”s in the last 5 years.

~ Drug screen, credit and criminal background check at time of hire.
