Duties

The position is located in the Human Resources Management Service. The duties of the Assistant Human Resources Officer include, but are not limited to:

Performs personnel administration and management in all areas of acquisition, placement, retention, welfare, motivation, development, skills utilization, general performance and conduct of employees. The incumbent is delegated responsibility for participating in the planning of the personnel management function of a scope, variety and quality prescribed by laws and regulations as published in various sources, such as, the Code of Federal Regulations (CFR), VA Directives/Handbooks, and other applicable regulations published by agencies of the Federal government.

Acts in consort with the Chief, Human Resources as a staff advisor to the Medical Center senior leadership as a responsible partner of the executive management staff involved in the overall development and execution of management objectives for the accomplishment of the Medical Centers mission.

Formulates and recommends personnel policies and establishes and implements personnel activities, techniques and methods to ensure sounds, meaningful and practical personnel objectives of personnel management.

Advises management, supervisors and employees on most appropriate actions to take within a wide range of alternatives.

Work Schedule:
Monday-Friday, 8:00am – 4:30pm, subject to change based on agency needs.

Qualifications

Specialized Experience

: Applicants must possess at least one year of specialized experience related to the duties of this position. Experience that equipped the applicant with the particular knowledge, skills and abilities to independently and successfully perform the duties of the position and that is typically in or related to the work of a Human Resources Management Specialist. To be creditable, this experience must have been equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience may include:

Experience directing or managing the delivery of Federal civilian human resources (HR) services involving one or more of the following functions: recruitment and placement, position management and classification, compensation, employee relations, labor relations, equal employment opportunity, employee benefits, oversight of automated personnel information systems or employee development.

Experience in regulatory compliance through Oversight & Effectiveness audits, CARDS reviews, EEO statues, Joint Commission compliance and Administrative Investigative Boards.

Providing management consultative service involving the full spectrum of HR functions.

Interpreting legislative, regulatory and policy guidance to prepare management recommendations.

There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including

volunteer work done through National Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional; philanthropic;

religions; spiritual; community; student; social). Volunteer work helps build critical

competencies, knowledge, and skills and can provide valuable training and

experience that translates directly to paid employment. You will receive credit for all qualifying

experience, including volunteer experience.

Physical Requirements:
The work is primarily sedentary, although the work includes some walking and carrying of light to medium weight items such as reports and manuals.

Time-in-grade

: Applicants who are

current Federal employees and have held a GS grade any time in the past

52 weeks must also meet time-in-grade requirements. For a GS-13

position you must have served 52 weeks at the GS-12 level

.
