About the Department of Conservation and Recreation:

The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, golf courses, skating rinks, trails and parkways.

The Department of Conservation and Recreation seeks qualified applicants for the position of Program Manager VI.

The Assistant Boston Region Director:

Manages the daily operation of all aspects of a geographically diverse regional public works and recreational facility operation. The Region is divided into two (2) Districts and (6) area complexes which encompass numerous acres of parks, reservations and open space; miles of parkways, sidewalks and multi-use pathways; recreational facilities such as skating rinks, swimming pools, playgrounds and athletic fields; coastal and inland beaches, golf courses and numerous buildings, maintenance facilities and historic cultural structures.

Supports the Director in all aspects of regional planning, management and coordination of manpower, equipment and other resources to assure they meet critical operational needs and quality control standards. The Assistant Director prioritizes and assign tasks to ensure that all assets and facilities are operating efficiently and safely and in a fiscally sound manner.

Coordinates and collaborates with all DCR Bureau Chiefs, Division Directors, Support Units and Regional Directors to ensure policy compliance and make recommendations for improving effectiveness of protocols and procedures.

Manages resources to balance the needs of each District and Area Complexes and make prompt, appropriate, consistent and informed decisions to ensure the Region is accomplishing stated goals and objectives and agency mandates and obligations.

Directs emergency management activities, special events and snow and ice removal operations for the Region by determining equipment, materials and manpower needs in compliance with federal, state, local laws and regulations as well as agency policy, procedures and protocol and commitments.

Develop, recommend and implement policies regarding operation of facilities including, but not limited to hours of operation, emergency and adverse weather condition plans, data reporting and safety operations to ensure consistency among regions and other divisions. Devise audit strategies and controls to evaluate programs and ensure agency and regional operational objectives and standards are met.

Conduct field inspections of agency assets and facilities to ensure maintenance activities are performed in order of priority and in accordance with published frequency and established procedures. Continue the enhancement of the agency’s safety culture and ensure compliance with agency’s Safety Standards.

Interview and recommend hiring and promotion of staff; take disciplinary action as necessary through verbal and written action; participate in grievance proceedings; and review employee performance. Attract, retain and encourage individual professional development of staff by informing of appropriate training opportunities, coaching and mentoring.

Ensure communication and teamwork across all the districts and complexes to aid in the accomplishment of the agency and the region objectives.

Review and endorse or revise budget proposals from direct reports. Submit budgets for assigned activities in accordance with the agency budget procedure.

Developing bid specifications and conducting procurement for regional supplies and services.

Assume other activities and responsibilities from time to time as directed, including and not limited to representing the Director at meetings and or on committees; overseeing public outreach and developing partnerships with state, local and federal governments, non-profits, businesses and community organizations to further the agency’s mission.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in business administration, business management, or public administration.
