Acquisition Analyst

Overview: QuantiTech is currently seeking a* Acquisition Analyst* to support our customer in* Huntsville, AL.*
Responsibilities: Position Description:

  • Supports acquisition planning and contracts management by providing expertise in the development of contract requirements packages.
  • Assists the government in developing contracts solutions relating to complex production, logistics, and technical engineering performance demands, to include identifying cost relationships between those demands and the development of independent government cost estimates for use during contract negotiations.
  • Develops courses of action in activities including, but not limited to, the detailed preparation of contracts related program documents for each phase of the Utility Helicopters acquisition life cycle; participation in the development of USG Independent Government Cost Estimates (IGCE); and, development of contractual Performance Work Statements (PWS) with concurrent Contract Data Requirements Lists (CDRLs) deliverable requirements.
  • Provides both technical and cost analysis expertise in support of proposal evaluation activities.
  • Manages budget execution and maintains accounting records for reporting and analysis of all commitments, obligations, and disbursements.
  • Ensures obligation plans are documented properly. Meets with IPT’s/APM’s to review goals and provides recommendations to confirm funds are executed in accordance to plans.
  • Works with Government systems such as General Fund Enterprise Business Systems (GFEBS); Experience with Wide Area Workflow (WAWF); Experience with Logistics Management Program; Experience with Comprehensive Cost and Requirements (CCaR)/Project Management Resource Tools (PMRT); Defense Travel System(DTS).
  • Experienced with Financial Management Regulations to include DOD 7000-14, FMR 37-100, FMR 37-1
  • Review and comment on contractor technical evaluations.
  • Assist in the development of documentation for Milestone decisions and reviews.
  • Qualifications: Requirements:

  • Must possess active and transferable DoD security clearance
  • Bachelor’s degree in related field
  • 3 years’ experience
  • Knowledgeable of government contracting processes and practices, accounting, financial management, budget development, and program execution
  • Skilled in program budget execution and Army financial management systems and regulations
