This position is in the Controller’s office which ensures all department financial entries are processed timely and appropriately in accordance with Generally Accepted Accounting Principles (GAAP), all State Fiscal Rules, statewide and Departmental Policies & Procedures, and Federal Laws and Regulations. The work unit supports departmental management directives while processing required vendor payments, interagency payments and revenue transactions.

Responsibilities of the Controller’s office include ensuring all revenues and expenditures are properly recorded within the Colorado Legislative Long Bill, Colorado Revised Statutory Appropriations, and management budget and are in compliance with GAAP. The unit oversees grant recording and revenue earning which is tied to expenditures and grant billing and is responsible for maintaining adequate internal controls and coordinating internal and external audits. In addition, the unit provides technical accounting support to the Department users of CORE and InfoAdvantage.

Major Programs/Grant Setup and Maintenance in Colorado Resource Engine

This position reviews various documentation to determine the setup requirements for grants in the Colorado Resource Engine (CORE), including funding profiles, indirect cost, match requirements, appropriate budgeting, revenue earning, reimbursement, and reporting frequency. The position determines validity of codes and enters or reviews information in CORE cost accounting module for major program/program accuracy; creates/approves various CORE documents to establish new grants/projects or modify existing ones and notifies agencies; and monitors and revises setups as required by funding and division requests.

Federal Grant Billing and Financial Management

The position creates, reviews, and approves AR/CR/GA documents in CORE; and ensures that all transactions are created and approved in compliance with the CORE Policies and Procedures, GAAP, federal laws and regulations, State Fiscal Rules, Financial Procedure Manual, Colorado Revised Statues and departmental regulations.

Subject Matter Expert on CORE Reports, Analysis and Preparation of Indirect Cost Proposal and Annual K-1 Form

The position serves as the CORE reports expert in InfoAdvantage for CORE. The position analyzes CORE reports/ledgers; identifies the demands of DNR accounting office and all agencies and seeks appropriate reports to meet the requirements of the Office of State Controller; periodically reconciles the reports and ledgers as requested by the supervisor and the department controller; and investigates problems, recommends solutions, and prepares timely journal entries for identified adjustments in CORE.

The position drafts annual Indirect Cost Proposal to request rates from DOI and prepares annual K-1 form to report to the Office of the State Controller on annual federal financial activity.

Customer Service and Other Duties as Assigned

The position is responsible for answering questions and providing guidance, training, and customer service for internal customers (the Executive Director’s Office and various Department Division staff) and external customers (grantors, Office of the State Controller, and external Auditors). The position researches issues and background, investigates and considers possible resolutions, weighing differing authoritative guidance in order to determine the proper accounting processes.

Minimum Qualifications

Bachelor’s degree from an accredited college or university in accounting and two years of professional* accounting experience. Must be proficient in Excel.

Substitutions

A bachelor’s degree from an accredited college or university which included 27 semester hours of accounting or auditing coursework may substitute for the required education. A CPA may substitute for the bachelor’s degree and one year of the professional accounting experience.

Full-time professional* accounting experience may substitute for the bachelor’s degree in accounting on a year-for-year basis.

  • The distinction between technical accounting and professional accounting is that technical accounting is more transaction-oriented and consists of processing, recording, classifying, verifying, reporting, and applying established, standard guidelines. Professional accounting, on the other hand, consists of evaluating theories, concepts, and principles, evaluating objectives of substitute standards, performing risk assessments, and an understanding of the full-scope of the process including the structure and controls of the process. The interpretation of possession of qualifications is being applied consistently throughout this review based on published minimum qualifications.

Conditions of Employment

Former employees of the State of Colorado MUST have concluded employment in good standing to be eligible for rehire.

Preferred Qualifications

Recent experience in governmental accounting at the state, county, city or local level

Experience in grant administration

Hands-on experience with CORE
