Accountant II

The Department of Administration, Division of Retirement and Benefits is recruiting for a full-time Accountant II

The Division of Retirement and Benefits is a fast-paced dynamic division that processes a large volume of paperwork for our members. The accounting section is a direct contributor to our success. This position prepares financial reports and billings, analyzes and reconciles financial data, and maintains information in IRIS Financial, the State of Alaska’s accounting system.

Key responsibilities of this position include, but are not limited to:

  • Preparing account reconciliations as assigned, including researching any errors or irregularities discovered
  • Preparing financial statements in accordance with the Codification of Governmental Accounting and Financial Reporting Standards and Generally Accepted Accounting Principles
    • Including supporting schedules in audit workpaper format
    • Assisting independent auditors with preparation of the annual audit
    • Assisting with the review of the final financial statements provided by independent auditors
    • Preparing quarterly financial statements following professional standards
  • Preparing miscellaneous billings and processing payments for:
    • Administration of State Social Security program (FICA)
    • Employer late fees
    • Salary floor
  • Assisting in the preparation and review of the Combined Annual Financial Report (CAFR)
  • Providing professional accounting assistance to section staff
  • Providing back-up assistance to the Accounting Clerk II and other Accountant II’s
  • Maintenance of IRIS Financial structures, research, and date entry capabilities
  • Preparing annual audit workpapers

MINIMUM QUALIFICATIONS:

A bachelor’s degree from an accredited college in Accounting or Finance and either:

1) one year of professional-level accounting, budgeting, or financial management experience or

2) two years of journey technical-level accounting experience.

The required professional-level experience includes such work as analysis, preparation, or evaluation of financial records and reports; cash management; financial auditing; financial planning; tax planning and preparation; or accounting systems administration.

The required journey technical-level experience is met by service as an Accounting Technician II with the State of Alaska or the equivalent elsewhere.

Substitutions:

A bachelor’s degree from an accredited college that includes at least 15 semester/20 quarter hours in Accounting or Finance, of which at least 9 semester/12 quarter hours are upper-division coursework will substitute for the required degree.

Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and/or practical, responsible accounting or bookkeeping experience will substitute for the required degree if it includes at least 15 semester/20 quarter hours in Accounting or Finance, of which at least 3 semester/4 quarter hours are upper-division coursework.

A master’s degree in Accounting or Finance will substitute for one year of professional accounting experience.

Certification as a Certified Public Accountant, Certified Management Accountant, Certified Internal Auditor, or Certified Government Financial Manager will substitute for the required degree and professional accounting experience.

Special Note:

“Upper-division coursework” means coursework that is specialized, in-depth and advanced. Such coursework emphasizes problem-solving, analytical thinking skills, and theoretical applications, with depth and rigor in a discipline’s theories and methods; specialization in a particular field or profession; refinement of general education; and/or development of specific intellectual and professional skills. Upper-division coursework is commonly identified in college catalogs as 300 level and higher.

“Practical, responsible experience” means active participation applying the practices and methods of a profession based on good judgment and sound thinking with personal accountability and reliability. Clerical experience is not considered practical, responsible experience.
