The Accountant I position will be assigned to the Housing Authority located in Riverside. The Accountant I assists higher level accountants to establish, review, revise, and maintain controls on fiscal record-keeping functions.

The Accountant I class is the first working level in the professional Accountant series. Incumbents are directly supervised by a Supervising Accountant or given lead direction by a Senior Accountant and may perform either accounting or auditing functions. Although no prior work experience in accounting or auditing is required, incumbents are expected to have a broad knowledge of the principles and practices related to these functions in order to facilitate fiscal control and analysis, and to assume working level duties of limited difficulty.

The class of Accountant I is distinguished from Accountant II in that the latter is the fully qualified journey level in the series, having greater scope of responsibility and requiring the exercise of independent judgment in performing complex accounting and auditing tasks.

The Accountant I class is a natural progression underfill for the Accountant II. Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement, and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

Maintain record-keeping systems and procedures.

Reconcile cash and bank statements.

Review, analyze, and verify accounts payable.

Prepare journal entries and cash receipt entries.

Post subsidiary ledger data to the general ledger.

Prepare financial reports using Microsoft Excel.

Participate in year-end and audit procedures.

Monitor fixed assets.

Prepare trial balances, balance sheets and income statements.

Download/create queries from accounting software.

OPTION I

Education: Graduation from an accredited college or university with a Bachelor’s degree in accounting or a closely related field with a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

OR

Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION II

Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting or a closely related field, WITH a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

Experience: One year of experience equivalent to the County of Riverside Accountant Trainee class.

OPTION III

Education: Completion of 60 semester or 90 quarter units from an accredited college or university with a major in accounting or closely related field, WITH a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician class or Supervising Accounting Technician class.

Knowledge of: Accounting principles and practices; general business laws and budgeting methods.

Ability to: Analyze data, define problem areas, and draw logical conclusions; understand and apply the principles, laws, and procedures involved in the accounting and auditing functions; examine and verify records; maintain records and prepare accounting, statistical, and narrative reports; establish and maintain effective working relationships; communicate effectively both orally and in writing.

ADDITIONALLY, THE MOST COMPETITIVE CANDIDATES WILL HAVE THE FOLLOWING:

A Bachelor’s degree in Accounting, Business, Finance, Economics, Auditing or a closely related field.

Experience with Microsoft Excel

Knowledge of GAAP

General ledger experience

Experience with account reconciliation

EQUIVALENT TO ACCOUNTING TECHNICIAN refers to functioning primarily as a key assistant to a professional accountant or other management staff in a large organization; performing difficult and complex paraprofessional accounting work that required the use of a wide range and variety of basic accounting principles and procedures in the establishment and maintenance of an accounting system for a large organization; performing highly responsible and complex work in specialized/technical reviews; having final approval and control of complex and varied accounting records, accounts, or claims.

EQUIVALENT TO SUPERVISING ACCOUNTING TECHNICIAN refers to the planning, coordinating, and supervising of a large fiscal support unit in a large organization; performing a variety of program and administrative support duties for higher level positions, which may have included the research, analysis, and interpretation of complex legislation or codes, and the development of related financial program and/or operational changes.
