The position of Accountant is located in the Financial Management Service Line, Colmery-O’Neil Medical Center; Topeka, KS. Duties of this position include, but are not limited to:

Responsible for all professional accounting duties for the Healthcare System.

Establishes separate accounting entities and expenditure controls for several appropriations, limitations and fund accounts.

Provides technical assistance to the Eastern Kansas Health Care System (EKHCS) Financial Manager, Assistant Fiscal Officer, Chief Accountant and Budget Officer by independently accumulating, assembling, reviewing and analyzing accounting reports and data.

Prepares accounting and budgetary reports as mandated by Central Office, Network and local management.

Provides technical support in other Fiscal programs that interrelate with accounting; includes such programs as Payroll, Accounting, Travel, Agent Cashier, and General post Funds.

Provides instruction and training to accounting technicians.

Monitors monthly reconciliations of various accounts to ensure general ledge control accounts and subsidiary ledgers are in balance.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements: Toqualify you musthave successfully completedan undergraduate degree in accounting, or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR successfully completedat least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Such experience and/or education must include one of the following: (1) 24 semester hours in accounting or auditing courses of appropriate type and quality (can include up to 6 hours of business law); (2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirements, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and/or related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of undergraduate study in accounting or related field, and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. Specialized Experience: In addition to meeting the above listed basic requirement, you must meet one of the following for the GS-11:Have at least one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reconciliation of accounting records; understanding of Government accounting principles; analyzing and classifying accounting documents; making independent judgment decision in normal accounting operations; analyzing data to determine proper methods of processing transactions.

Applicants may substitute education for the experience required for the GS-11 level. Appropriate education would be3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Applicants may also combine education and experience as described above which combined equal 100 percent of the qualification requirements for the GS-11 Accountant.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary and is performed in an office environment. Some light carrying (under 15 pounds) and light lifting (under 15 pounds) may be required.

Time-in-grade : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level .
