Job Description:

This position serves as a central systems responsibilities accountant and is responsible for providing agency support and central administration for SHARP and SMART, the integrated statewide Oracle/PeopleSoft systems for payroll and financial accounting. Work involves a thorough knowledge of the system and applicable statues, regulations and policies, compilation of training materials, and accounting principles. This position serves on the Statewide Payroll and Accounting Team, which is under the direction of the Office of the Chief Financial Officer.

Responsibilities include:

  • Remitting taxes and payroll deductions to the IRS, other state and local entities, and benefits providers for the State of Kansas.
  • Managing statewide non-wage tax reporting process for suppliers and for foreign person’s U.S. source income subject to withholding.
  • Executing statutory financial directives such as creating funds and accounts, establishing and modifying budgets, and making transfers as scheduled and/or certified.
  • Working with agencies to cancel/re-issue checks and ACH payments to resolve travel and expense reimbursement errors and supplier reimbursement issues.
  • Managing multiple pay cycles and ensuring ACH transmissions are sent and received.
  • Review and approval of correction journals.
  • Responding to agency issues with a thorough knowledge of the system and applicable statutes, regulations and policies.
  • Auditing the accounting system for problematic transactions and communicating with agencies to work toward resolution of identified issues.
  • Drafting and updating training materials.
  • Completing special projects and performing other duties as assigned including but not limited to applying for federal excise tax refund, applying monthly interest to state accounts, researching escheated checks, and updating SMART rates and codes.
  • Minimum Qualifications:

    Four years of experience in professional accounting or business analyst work. Education in accounting, business administration, finance, or a related field may be substituted for experience as determined relevant by the agency.

    Preferred Qualifications:

    Bachelor’s degree in business or accounting. Experience using PeopleSoft Financials. Technical skills and a basic working knowledge of Microsoft Excel and Access.

    Salary: $45,000 – $55,000 (or commensurate with experience)

    This position is unclassified, full-time with benefits.
