Job Summary:
The purpose of this position is to manage the Customer Accounts unit, assuring payments and receipts of client trust fund accounts are handled in compliance with state and federal regulations, following generally accepted accounting procedures. Registers clients for appropriate aid and assistance. Maintains effective relationships with relatives, guardians and/or conservators to insure successful collection of accounts.

Job Description:
Directs the Customer Accounts area of the Business Office and assures the clients’ funds are handled properly in compliance with State and Federal Regulations. Oversees and coordinates posting of all transactions to Resident Trust Fund. Posts SSA direct deposit remittance from bank. Writes checks to vendors, orders merchandise on line and makes transfers to credit card purchases by use of online banking. Calculates and pays interest to individual client accounts. Reviews client account balances monthly to assure Medicaid eligibility is maintained. Prepares quarterly statements for parents/guardians for accounting of resident funds. Maintains and provides client financial information to authorized persons or agencies. Maintains contact with each client’s responsible relative or guardian, KNI staff, SRS and Social Security personnel and others as required. Upon death of a client, PSA I will assist family/guardian obtain assistance for burial if needed, notify SRS, Social Security and forward Trust Fund ledger to Estate Recovery Unit. Serves as Representative Payee for KNI and makes application for any benefits the client is entitled to such as Social Security, VA, or Civil Service. Meets with representatives of Social Security Administration, VA, and SRS. Responds to inquiries regarding use of client funds and the amount of benefits due each client. Responds to Medicare questionnaires. Serves as medical representative for some clients and monitors Medicaid eligibility for others by completing required review forms for SRS-EES worker. Works with VITA to provide information to file income tax returns for those clients who work by completion of intake sheet and attaching W2, 1099s, etc. Directs the maintenance of client financial files, insurance files, and release of medical insurance coverage documentation to Doctors, hospitals, contract pharmacy, and KNI staff in a HIPAA compliant manner. Applies for changes in Medicare Part D plans when needed. Maintains effective relationships with client relatives and guardians to ensure successful collection of accounts receivable. Responds to inquiries regarding account balances and application of payments. At time of admission meets with responsible party to determine eligibility for benefits, obtain copies of insurance, social security cards and obtain consent to use trust fund monies. Assess the ability of the family to pay a portion of board and care for clients under the age of 18 using federal poverty income guidelines. Submit delinquent account information to Legal division to determine course of action. Posts receipts for board and care and directs mailing of monthly statements. Submits Medicaid claims electronically and posts remittance advice. Takes necessary action to resolve any billing errors. Prepares monthly Analysis of Accounts receivable and reconciles receipts to State Treasurer with DAFR 8300 for month. Reconciles deposit and withdrawals for RTF checkbook with those posted in CMS computer system and verify ending balance for Resident Trust Fund. Prepares quarterly Report of Interest earned and reconciliation of all funds in KNI Resident Trust Fund. Prepares annual census report, report of client days billed to Medicaid fiscal agent and receipts estimates used by Accountant in preparation of budget and Medicaid cost report. Serves as system supervisor for computer data base used by Medical Records and Business Office. Communicates with programming staff to resolve issues with CMS, assigns security rights, provides training to business office staff, participates in development of new software products and works with IR staff on issues related to CMS database such as hardware requirements, installation and updates and transfer of data to off grounds programmers.

Qualifications :Minimum Qualifications :
Six months of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualification:
Bachelor’s Degree in a field related to the responsibilities of the position. Knowledge of state and federal laws, rules and regulations.

Salary :
$36,081 to $39,081
