Watershed GIS Systems Director

DETAILED STATEMENT OF DUTIES

AND RESPONSIBILITIES

Analyze GIS data using ESRI ArcGIS software to answer

questions and solve problems that are important to DCR staff. These analyses require combining advanced GIS

techniques and programming with principles or techniques of forestry,

hydrology, geography, statistics, environmental planning, surveying,

engineering and ecology as well as other scientific disciplines commonly used

in DCR projects

Produce maps in paper and electronic formats using

ArcGIS software. Maps will be used by

DWSP in reports, public meetings, working meetings, signs, etc

Ensure the achievement of program goals and

objectives by setting program priorities and overseeing scheduling of milestones

and deadlines

Supervise GIS Staff ensuring that deadlines are set

and met and that GIS work is delegated to the proper personnel. Responsible for ensuring that GIS staff receive training necessary to keep current

with the rapidly changing field of GIS.

Set DCR policies on GIS and GPS related to

standardizing technology, data formatting and data storage to facilitate the

portability of GIS through the many DWSP GIS and GPS users.

Manage data development, application development, and

mapping projects. Ensure that projects

are completed on time and within budget (where applicable). Projects may be entirely GIS based or just

contain a GIS component. This may

involve coordinating efforts with consultants, DWSP staff, other agencies,

and MassGIS.

Coordinate GIS data creation and maintenance efforts

at DCR DWSP. Ensure that data is collected and maintained according to

established standards and all published data is documented according to

Federal Geographic Data Committee (FGDC) Metadata standards.

Promote the use of GIS and GPS technology throughout

DCR DWSP wherever the technologies are appropriate. Expand GIS into new areas of decision

making where GIS can improve the efficiency or quality of decisions.

Ensure the creation of data needed by various DWSP

offices and programs. Data will be

created through GPS fieldwork, conversion of paper maps and data or other

means to increase the amount and quality of GIS data available.

Work with MassGIS and GIS Directors/Coordinators at

other EEA agencies to continue to build and enhance the value and

effectiveness of shared GIS data.

Provide non-GIS DWSP staff with GIS and GPS training,

where appropriate.

Make technical recommendations and provide assistance

to GIS/GPS users at DWSP.

Use ARCGIS versioned editing capabilities to update

and enhance the MassGIS open space data

Support the DWSP Land Acquisition Program with

modelling and spatial data to assist critical acquisition and expenditure

decisions.

QUALIFICATIONS REQUIRED AT HIRE (List knowledge, skills, abilities)

Knowledge of the types, concepts,

techniques and applications of electronic data processing and equipment.

Knowledge of the capabilities and

limitations of computer hardware.

Knowledge of methods and techniques of

computer systems analysis and design.

Knowledge of terminology, codes and

standard abbreviations used in electronic data processing.

Knowledge of computer programming

languages such as COBOL.

Knowledge of the principles of computer

systems analysis.

Knowledge of the methods and techniques

of electronic data processing.

Knowledge of the types, availability and

applications of electronic data processing operating systems.

Knowledge of the methods and techniques

used in organizing work pro­cesses and functions to facilitate the use of computer

methods.

Knowledge of the mathematical techniques

used in solving electronic data processing problems.

Ability to follow oral and written

instructions.

Ability to analyze and determine the

applicability of electronic data processing data, to draw conclusions and

make appropriate recommendations.

Ability to communicate effectively orally

and in writing.

Ability to work in a team setting.

Ability to give oral and written

instructions in a precise, understandable manner.

Ability to determine proper format for

assembling items of infor­mation in accordance with established procedures.

Based on assignment,

the following additional qualifications may be required at hire:

Knowledge of computer programming

languages such as FORTRAN, AOL, Visual Basic etc.

Knowledge of hybrid programming languages

such as SNOBOL, PL/1 , Avenue, etc.

Additional

qualifications required at hire for EDP Systems Analyst IV positions

:

Ability to plan and conduct training or

instruction.

Ability

to organize work by establishing operating and/or reporting relationships and

by assigning the work accordingly.

QUALIFICATIONS ACQUIRED ON JOB (List knowledge, skills, abilities)

Knowledge of the policies, procedures,

specifications, standards and guidelines governing assigned unit activities.

Knowledge

of the types and uses of agency forms.

MINIMUM ENTRANCE REQUIREMENTS

EDP Systems Analyst IV

:

Applicants must have at least (A) five years of full-time,

or equivalent part-time, professional experience in electronic data

processing, of which (B) at least three years must have been in work in which

the major duties included computer systems analysis, or (C) any equivalent com­bination of the

required experience and substitutions.**

Qualifications

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least three years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:
I. An Associate’s degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor’s degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*

V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming maybe substituted for a maximum of one year of the required (A) experience.*

VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

  • Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitution will be allowed for more than two years of the required (A) experience.

NOTE: No substitution will be allowed for the three years of the required (B) experience.
