Reflections on the Two-Year Anniversary of the U.S.-Mexico-Canada Agreement

July 1 marks the two-year anniversary of the U.S.-Mexico-Canada Agreement, which has the strongest and most far-reaching labor provisions of any trade agreement. Strong labor protections in trade agreements ensure that trade partners respect labor rights and do not shortchange their workforce to gain an unfair competitive advantage over U.S. workers.

In Mexico, workers recently elected a new independent union at the General Motors auto plant in Silao, in an action that is emblematic of this agreement’s impact. GM Silao saw the U.S.’ first self-initiated action under the USMCA’s Rapid Response Labor Mechanism, which allows the U.S. to take enforcement actions against individual factories in Mexico if they fail to comply with domestic freedom of association and collective bargaining laws. The GM Silao action resulted in a free, fair work vote for an independent union and negotiation of a new collective bargaining agreement that improves real wages, occupational safety and health, and protections from gender-based discrimination and harassment for some 6,000 workers at the plant.

The impact of this action has been felt far and wide. Here are some thoughts on the significance of the action from people and organizations impacted by the action.

Julio 1 marca el segundo aniversario del Acuerdo México, Estados Unidos y Canadá, que tiene las disposiciones laborales más fuertes y de mayor alcance de cualquier acuerdo comercial. Sólidas protecciones laborales en acuerdos comerciales garantizan que los socios respeten los derechos laborales y no abusen a trabajadores para obtener una injusta ventaja competitiva sobre los trabajadores de Estados Unidos.

En México, los trabajadores de la fábrica de autos de General Motors en Silao recientemente eligieron un nuevo sindicato independiente en una acción que es emblemática del impacto de este acuerdo. GM Silao vio la primera acción autoiniciada de EE.UU. bajo del Mecanismo Laboral de Respuesta Rápida del T-MEC, el cual permite a EE.UU. actuar contra fábricas individuales en México caso que no cumplan con las leyes locales sobre libertad sindical y convenios colectivos. La acción de GM Silao resultó en una votación libre y justa por un sindicato independiente y en  la negociación de un nuevo acuerdo de convenio colectivo que mejora salarios reales, seguridad y salud ocupacional, y protecciones contra discriminación y acoso por género para unos 6.000 trabajadores en la fábrica.
