Workplace Investigator

The Executive Office of Health

and Human Services (EOHHS) Office of Diversity and Civil Rights seeks to hire a

Workplace Investigator.

The

Workplace Investigator is charged with fairly, thoroughly and efficiently

investigate complaints of workplace discrimination. This position is a temporary assignment.

EOHHS is the Commonwealth’s

largest secretariat. It is responsible for developing, coordinating and

managing the Commonwealth’s health, welfare and human services operations and programs.

The EOHHS Office of Diversity and Civil Rights collaborates with each EOHHS

agency to foster an inclusive work environment that values, respects, and

celebrates the diversity of its workforce while providing culturally competent

services to constituents.

Duties and

Responsibilities (these duties are a general summary and not all inclusive):

Independently

manage assigned casework;

Investigate

complaints of employment discrimination, harassment, and retaliation;

Draft

investigative reports and develop and implement remedial action based on

investigative findings;

Recommend

improvements to policies or operational practices to ensure compliance

with fair employment laws;

Develop

and deliver training when appropriate;

Serve

as a subject matter expert on fair employment practices;

Handle

accommodation requests pursuant to the Americans with Disabilities Act and

Section 504 of the Rehabilitation Act of 1973;

Analyze

casework trends and produce strategic recommendations to the organization

to proactively address systemic issues;

Partner

with internal and external stakeholders to engage in continuous

improvement of employment practices;

Assume

responsibility for management in the absence of the Diversity Director and

Deputy Director; and,

Consult

and collaborate with HR business partners, managers and legal team on

complex employee investigations;

Any

other duties as assigned.

Preferred

Qualifications:
Experience in conducting employment; nvestigations; Strong attention to detail;

Strong interpersonal and communication skills;

Strong fact-finding and critical thinking skills

Ability to prepare comprehensive investigative reports and

present ideas clearly and concisely, both orally and in writing;

Solid organizational skills;

Ability to work independently or as a member of a diverse

team;

Ability to analyze complex legal information;

Ability to have difficult conversations with multiple levels

within the organization;

Solid working knowledge of fair employment practices and

state and federal employee laws and regulations;

Skilled in problem solving, consensus building, conflict

resolution and team building;

Ability to mediate conflicts, coordinate competing interests

and work under time constraints;

Knowledge of human resources principles and practices; and

Advanced degree, JD, or other specialized training in

labor/employee relations a significant plus.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management or public administration, and (B) of which at least three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Master’s or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
