This position is open only to:

(1) Current Montgomery County Government employees;

(2) Montgomery County employee who was affected by reduction-in-force and currently have RIF priority rights;

(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program; or

(4) Active Montgomery County Government Customized Employment Public Interns, QUEST Interns, Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, QUEST Interns, or Project SEARCH Interns within 24 months of completion of internship.

This recruitment will establish an eligible list to fill current and future vacancies.

Employee will be responsible for planning weekly work schedules and general sequence of operations as required for either a specialty crew (e.g., bridge crew, resurfacing crew), several highway general maintenance construction crews, or contract crews. Duties will include investigating, resolving, and reporting on unusual problems regarding the condition of roads, bridges, sidewalks, aprons, etc.
Employee will also determine and make assignments of equipment, material and types of employee skills required and ensure that material is ordered and delivered to work sites and planning the work of the unit(s) supervised with other units that may be involved. Employee will supervise work crews and conduct employee performance appraisals and determine training needs, as well as recommend and or initiate disciplinary measures as necessary. Employee will direct a portion of County-wide road street snow removal and treatment for ice and snow.

Overtime is required for this position which may include overnight stays during inclement weather events.

The individual selected for this position will be considered an “Essential Employee.”
Essential employees must report to work during a period of general emergency or liberal leave.

Minimum Qualifications

Experience:
Six (6) years of experience in either highway general construction and maintenance work or specialty construction/maintenance work, such as bridge construction, road resurfacing operations or trees and forestry management, two (2) years of which must have been at the working leader/supervisory level.

Education:
Graduation from high school or High School Certificate of completion recognized in the State of
Maryland
.

Equivalency:
An equivalent combination of education and experience may be substituted.

Physical Ability:
Ability and willingness to work in the field in adverse weather and under hazardous conditions and to perform physical tasks.

:

Preferred Criteria

1. Experience in a leadership and supervision role of a diverse workforce including supervising and managing personnel in a collective bargaining environment

2. Experience developing personnel performance plans, evaluations and adverse personnel actions.

3. Experience in highway maintenance and/or highway construction activities to include: (i) pavement maintenance and repair; (ii) drainage maintenance and repair; (iii) sidewalk maintenance and repair; and (iv) foliage control (provide specific examples of work experience).

4. Experience developing weekly work plans, project schedules, and resource allocation (personnel, equipment, and materials) for highway maintenance projects and/or programs.

5. Experience in responding to natural emergencies such as winter snow and ice storms, wind and rain storms, and debris management (provide specific examples of work experience).

6.
Experience interacting with the public, community groups, government agencies, or other public entities both orally and in writing.

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview.

In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. For “seniority” jobs (as shown in Article 8), resumes will be reviewed and rated by subject matter experts based on the Preferred Criteria.
