The Position : The Reno-Tahoe Airport Authority (RTAA) is seeking an experienced person with a strong background in airport management to plan, oversee and coordinate the activities of the RTAA Operations and Public Safety Department. The Vice-President of Operations and Public Safety position reports to the RTAA Executive Vice-President/Chief Operating Officer and is a key member of the senior leadership team at the RTAA.

This position is responsible for providing administrative direction and oversight to five operational areas — Airport Rescue Firefighters, Airport Police, Airport Security, Airport Landside Operations, and Airport Airfield Operations/ Communications, with the primary objective of promoting safe, secure, and efficient operations while ensuring compliance with RTAA, State, and Federal procedures, policies, rules and regulations.

The nature of the work requires excellent business communication skills; the ability to establish, maintain and foster effective working relationships; and the ability to analyze problems, project consequences, identify alternatives, and implement timely and effective solutions in support of RTAA’s strategic goals, objectives and initiatives.

About the RTAA : In 2016, Reno-Tahoe International Airport (RNO) served approximately 1.8 million enplaned passengers, an increase of 6.4% over 2015. These passengers are fairly affluent and reflect an approximate 50/50 mix of both business and leisure travelers. Examples of Duties:
Administer the daily activities at the Reno-Tahoe International Airport to ensure safe, secure, and efficient operations, in the best interest of the general public and by adhering to established rules, regulations and criteria of the RTAA and federal, state and local governments.

Develop and implement the Department of Opera­tions and Public Safety’s goals, objectives, priorities, and strategic initiatives for each assigned operational area.

Develop and administer the department’s budget; forecast the need for additional funds for staf­fing, equipment, materials and supplies; direct the monitoring and approval of expenditures; direct the preparation and implementation of budgetary adjustments, as necessary.

Assign projects and programmatic areas of responsibility; review and evaluate work products; and assure that department efforts are supportive of the organization-wide strategic plan.

Develop rules, standards, policies, and procedures pertaining to airport operations, general operat­ing procedures, landside operations, safety and security to ensure efficient and effective administration of assigned programs and personnel.

Plan, organize, direct and evaluate the performance of assigned staff; establish performance requirements and personal development targets; regularly monitor performance; provide coaching and/or training for performance improvement and development; and implement and manage discipline and termination procedures as necessary.

Respond to emergencies – in person or by delegation of authority, on or off duty, and in a man­ner consistent with the nature of the call – to provide resources to resolve the situation in a safe and timely manner. This may include calling for outside services, recalling employees not on duty, and/or approv­ing over­time pay; maintaining communications with the President/CEO, Executive Vice-President/COO, and staff; and providing logistical support and guidance to all departments and divisions during the emergency.

Ensure that the airfield and landside operations and conditions are safe, secure and efficient by requiring RTAA and user/tenant personnel to adhere to established regulations, policies and procedures.

Direct the preparation of airport security for the arrival of visiting dignitaries; and establish safety guidelines for ground movement and space utilization during special events.

Direct and oversee implementation of weather condition reporting procedures and weather management response.

Review RTAA and tenant construction proposals that directly affect operations to ensure safety and security and to minimize operational interruptions.

Ensure that the airfield is maintained in accordance with FAA and TSA regulations and state noise certification requirements.

Provide professional expertise, analyses, advice and consultation in a variety of operational and aviation matters.

Make presentations as required on airside and landside operational needs and issues.

Represent the Authority in dealings and meetings with the FAA, TSA and other governmental agencies, as well as with airport air carriers and users.

Plan and implement emergency response operations, including developing plans/procedures and coordinating these plans with airport tenants, air carriers, and other mutual aid agencies; direct and oversee the testing of emergency plans and procedures in accordance with FAA directives.

Ensure the proper enforcement of safety and security rules within the Airport, especially the TSA mandated Airport Security Program.

Ensure the proper operation and main­tenance of the Airport Authority’s physical security systems; ensure the proper response and investigation of criminal activities within the Airport Authority.

Develop and maintain Mutual Aid Agreements with local Law Enforcement, Fire and Disaster Management Agencies.

Coordinate the grant preparation/application process for federal and state grants related to airport safety equipment and safety related projects; prepare plans specifications and bidding documents for operational contracts.

Administer the ground transportation system and parking services; establish controls to ensure the security of funds obtained through these sources; and review reliability and integrity of internal controls.

Act as one of the key leaders/representatives for the RTAA regarding coordination of the Unmanned Aerial Systems (UAS) activities, working in close partnership with other relevant RTAA leaders, local representatives, governmental officials and experts in this field.

This position may be deemed to be essential personnel as part of RTAA’s Emergency Response Team, and may be required to respond to airport incidents as requested/required. Salary : $113,363 – $148,280 annually, with opportunity for additional merit-based increases to a range maximum of $183,196. Initial salary placement within the range will be based upon experience and qualifications. This is an at-will, salaried position.

Benefits : The RTAA offers a competitive wage and benefit package, which includes 100% employer paid contributions to a distinct, defined benefit retirement program (Nevada PERS). Nevada has no state income tax, and Reno has a comparatively low property tax rate.

Minimum Qualifications:
Education: Bachelor’s Degree from an accredited college or university in mathematics, business, finance administration, or a related field. An equivalent combination of related education and experience may be substituted on a year for year basis.

Required Experience: Ten (10) years of increasingly responsible experience in the administration and/or management of airport operations, which must include at least two (2) years of related supervisory experience.

Licensing: A valid driver’s license is required at the time of application.
