Unemployment Insurance Business Analyst

Acts as the primary liaison between Information Technology department and a single business unit. Supports the organization’s key business processes and applications and recommends business process redesign where applicable. Gathers and documents business requirements for small projects. Translates requirements into business, functional and use case documents for relatively small projects. Provides functional expertise to developers during the design and construction phases of projects. Develops and executes comprehensive system test plans, conditions, test scripts, and test cases. Maintains business systems standards by applying project management methods, tools, and processes as standard practice. Creates and delivers related user documentation and end-user training.

Please Note: This position required in-person OnBoarding and Training in our office in Central Phoenix. After training and OnBoarding, this position will be 95% remote/telecommuting. Equipment will be provided; employee will need reliable high-speed home internet service.

Job Duties:

Acts as primary liaison between Information technology department and a single business unit. Manage automated/manual system definition, design, and implementation. Gathers and documents business requirements for relatively small projects. Author and publish comprehensive written documentation for project development, federal investigations, and other projects assigned. Develops and executes comprehensive system test plans, conditions, test scripts, and test cases. Perform system testing of modifications made to the system and coordinate implementation of changes with technical support, security and DTS programming staff. Analyze and evaluate system problems and make recommendations for solutions and options; implementing the appropriate solution. Translates requirements into business, functional and use case documents for relatively small projects. Provides functional expertise to developers during the design and construction phases of projects. Maintains business systems standards by applying project management methods, tools and processes as standard practice. Analyze and evaluate use/system requirements and ensure system modifications are in compliance with Federal and State guidelines. Creates and delivers related user documentation and end-user training. Makes oral and written presentations on automated system changes. Provides technical support to users and trains and guides other business analysts.

Knowledge, Skills & Abilities (KSAs):

General knowledge of methodologies and techniques for systems analysis and design, gathering, quality assurance, and software development.

Knowledge of Microsoft Access, Excel are critical, Knowledge of DevOps or Agile is desirable.

Knowledge of the Unemployment Insurance (UI) Program is ideal.

Familiarity with Business Analysis Body of Knowledge (BABOK).
Strong customer service skills.

Selective Preference(s):

Bachelor’s Degree and/or 5 years of experience in business analysis (or equivalent experience); PMI certification a plus; Scrum Master a plus; Lean or Six-sigma certification a plus.

Pre-Employment Requirements:

Arizona Revised Statute (ARS) 41-1969 (Information Technology):

Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

Education/Experience:
Bachelor’s Degree and/or 5 years of experience in business analysis (or equivalent experience)
