Compensation: $85,475.40 to $111,638.11 (Treasurer/Collector)

$120,394.05 to $132,903.43 (CFO/Treasurer)

Overview

The City of Malden is looking for a dynamic leader to become part of finance team. We are looking for a candidate with a demonstrated ability to lead, a proven ability to manage risk and someone who has a firm grasp on the controls needed in a treasurer’s office. While those with municipal experience in a similar role will receive strong consideration, we are also interested in hearing from individuals who may not have direct municipal experience but who have a history of leadership and success in financial services with a proven ability to take on new challenges and succeed. The City will consider upgrading this position to also serve as the CFO for the candidate with prior CFO or similar experience.

Duties

The Treasurer/Collector is appointed by and reports to the Malden City Council. Working closely with the Mayor and other members of the finance team on a daily basis, the Treasurer/Collector shall serve as a public officer in compliance with Massachusetts General Laws governing municipal finance and the collection of local taxes, and comply with the duties of said office set forth in Mass. General Laws and the duties of Treasurer and Collector of Taxes set forth in Chapter 4 of the Code of the City of Malden. Those duties include: serving as custodian of municipal funds; funding and oversight of payroll and accounts payable; reconciling all bank accounts; analysis of cash flow; issuance and payment of debt; initiation of legal procedures when taxes and receivables are overdue and ensuring compliance with all applicable laws; oversight of bonds and prudent investments of all city funds and trusts; management of the Department of the Treasurer/Collector including supervision of staff; and preparation of ongoing reports for the City Controller. The Treasurer/Collector shall work in concert with the City Controller, and shall be responsible for the collection of all personal, property, excise and real estate taxes, and water and sewer assessments, departmental receipts, holding performance bonds, related reporting and issuing refunds. Attends City Council meetings as needed.

Additional CFO duties will include but not be limited to administering, coordinating and supervising all financial services, activities and officers, and assist in all matters relating to municipal financial affairs. The CFO shall, under the direction of the Mayor, prepare the annual appropriation order for consideration by the City Council and, and under the direction of the Mayor and City Council, develop and implement a long range capital plan. The CFO shall make recommendations to the Mayor and City Council for enhancing revenue and revenue collections and shall perform other duties as prescribed by the Mayor and City Council.

Qualifications

At least five (5) years of prior job-related experience in a position of financial management with direct supervision responsibilities. A Bachelor’s degree in finance, business administration or a related field is required, with additional consideration given for advanced degrees or a CPA designation. Advanced technological skills are desired, with a proven ability to learn and adapt to new technology. Knowledge of municipal finance is a plus. Must be bondable and be able to pass a comprehensive background check and pre employment drug screening.

The Search Process

The committee will then present to the full City Council 2 or 3 candidates as finalists for the ultimate selection of the next Treasurer/Collector (CFO) for the City of Malden.
