Training and Development Analyst

The City of Oxnard’s Human Resources Department is seeking a Training and Development Analyst to be part of the Human Resources team. This position is responsible for the design, development, delivery, and evaluation of various trainings for City of Oxnard employees for a variety of functional disciplines, establishing productive working relationships with functional subject matter experts (SME) and technical staff to foster quality material development and training delivery as appropriate. This position will develop custom course content that combines system functionality with business processes and policy, creating courses that include instructor-led video on demand and print learning resources; delivering classroom and online training.

The successful candidate will partner with the Assistant Director of HR to define a comprehensive solution training strategy and assure cross training objectives are met. Duties include: populating, organizing, maintaining, and updating a centralized Learning Management System; supporting the City’s end-users; meeting coordination and facilitation; and this class performs related duties as required.

This position’s initial primary focus is to support the City’s new ERP system, Tyler MUNIS and its new time-keeping system, ExecuTime through the development of a comprehensive training approach and supporting the user community and ERP governance structure.

PAYROLL TITLE:
Human Resources Analyst I/II

DEFINITION:
To perform a variety of highly complex, professional and administrative training and development activities to enhance the competencies of the City’s employees by designing and conducting training programs that will boost employees workplace performance in alliance with the City’s core values.

DISTINGUISHING CHARACTERISTICS:
The Human Resources Analyst I is the entry level class in the human resources analyst series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex human resources assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is flexibly staffed with Human Resources Analyst II. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Human Resources Analyst II is the journey level classification in the human resources analyst series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of complex, technical and administrative human resources or risk management related activities. This classification is distinguished from the next higher classification of Senior Human Resources Analyst in that the latter is responsible for performing the more complex assignments, for providing supervision and has overall program management responsibilities.

SUPERVISION RECEIVED/EXERCISED:
Receives direction from the Assistant Human Resources Director, or designee. May provide supervision to lower level technical and administrative personnel.

Essential Functions

Duties may include but are not limited to the following:

  • Assist with coordinating City-wide or department specific training programs, including analyze training needs to develop new training programs or modify and improve existing programs.
  • Researches, plans, and organizes training programs, seminars, and conferences for all levels of staff. Conducts training classes and seminars.
  • Engage/collaborate with appropriate agencies/departments on policy matters and work problems to determine appropriate training; develop relationships and work with the Subject Matter Experts (SMEs) to validate course design and content; interprets policies and procedures and explains their application within the context of training.
  • Communicates with all levels of staff to generate enthusiasm and support for new programs.
  • Design and develop handouts, instruction materials, aids and manuals to support the learning and development needs of employees.
  • Help management develop their team members through grooming employee career paths.
  • Market available training programs to employees and provide necessary information about sessions.
  • Maintain files, records and logs as they pertain to the work assigned; answer telephone and in-person inquiries; prepare periodic and special reports.
  • Assist in the development of, and administration of human resources related practices, policies and procedures.
  • Serve as a resource and provide information to the public, other agencies and City staff requiring the use of judgment and the interpretation of a variety of policies, rules and regulations.
  • Establish positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
  • Perform related duties as assigned.
  • Minimum Qualifications

    The following are minimum qualifications necessary for entry into the classification:
    Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Human Resources Analyst I/II. A typical way of obtaining the required qualifications is

    Education and/or Experience:
    Possession of a Bachelor’s degree, preferably in public or business administration or a related field is required.

    Human Resources Analyst I: One (1) year of professional level training and development experience that demonstrates application of the knowledge, skills and abilities in either the private or public sector is required.

    Human Resource Analyst II: In addition to the Human Resources Analyst I experience requirements, two (2) years of professional level experience equivalent to that of a Human Resources Analyst I with the City of Oxnard is required.

    License, Certification and Other Requirements:
    Possession of, or ability to obtain, a valid class C California driver’s license.


    Highly Desired Qualifications:

  • Public sector organizational experience.
  • Experience working with online learning programs and online learning management systems.

    Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

    City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.

    This position requires a 12 month probationary period.

    Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

    Vacation/Annual Accrual Rates: Full time employees accrue annual leave at a rate of 6.24-11.78 hours per bi-weekly pay period based on years of service.

    Deferred Compensation:
    The City contributes 1% to a deferred compensation program.

    Bilingual Pay:
    A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

    Health and Dental:
    The City contributes $993.91 per month toward medical insurance premiums and an additional $74.20 per month toward dental insurance premiums. For those employees who waive the medical the City will contribute $893.91 per month. Any unused dental premium monies are paid to the employee.
    Life Insurance: City employees receive Basic Life and have the option to purchase additional insurance coverage.

    Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework.

    Holidays: The City observes 12 holidays per year.
