Systems Programmer/Developer III

The S.C. Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.

Provide analysis, design, programming, consultation, system configuration, and documentation for the implementation and modifications of software systems to support and enhance employer and subscriber online information systems. Develop and maintain computer programs and ensure programs meet business area specifications through unit testing, system analysis, program performance reviews and communications with business areas. Perform as a senior analyst in maintaining systems, facilitating internal team training, and leading design and code review sessions to ensure quality and consistency. Understand and capture business and technical requirements and expectations by communicating with business units and participating in defining organization standards for requirements documentation. Perform analysis and design duties by using techniques consistent with organization standards, documenting designs according to organization standards and participating in defining organization standards for system and design documentation. Install and configure development tools and other software used to develop, test, deploy and execute PEBA developed applications. Provide guidance to support analysts in technologies, techniques, and tools. Assist in the training of business staff in the operation of new and existing information management systems. Prepare reports for management and business staff on status of projects and advise on proper courses of action.

Minimum and Additional Requirements:

A Bachelor’s degree in computer science or management information science and eight or more years of experience in computer system development, modification, maintenance and programming of various computer languages that includes six or more years of experience with building software systems using object oriented programming languages. Related experience may be substituted for the Bachelor’s degree on a year-for-year basis.

The position also requires experience with Java, automated build tools, automated unit testing, design patterns, JavaScript and HTML. Considerable knowledge of systems analysis, design, debugging, testing and maintenance techniques and practices and source control. Ability to analyze operations and organize component parts into logical systems. Ability to build secure applications and familiarity with software development life cycle (SCRUM, AGILE). Experience with JIRA or similar ticketing system.
