SYSTEMS DEVELOPMENT SPECIALIST VI

Works directly with all levels within the department, end users, software vendors, and outside contractors to identify requirements, assist in system analysis, and support the development of business applications and interfaces. Coordinates multiple complex development projects and resources to formulate and implement solutions to business problems. Leads and directs other team members to targeted objectives and works independently within the parameters and overarching guidance of supervisor and project management, in support of the Medicaid Management Information System (MMIS).

Responsibilities:

Develop and maintain a thorough knowledge of the current system, which includes detailed understanding of the system’s functional and technical capabilities, various components of the MMIS application, database structure, rules engine, and various COTS products that are integral to the system. Understand the batch job flows and schedules, integration with other functional areas and operational dependencies.

Provide technical inputs to staff and outside contractors at the designing stage of new requirements being implemented for the end user. Provide expert services for a wide range of technologies to solve complex challenges.

Participate in all phases of the SDLC for assigned projects and be responsible for delivery of key milestones. Leverage technical expertise, communication and coordination skills, and experience working within complex projects to resolve system issues

Collaborate in the design, development, and optimization of complex solutions that move and/or manipulate large volumes of data. Provide expertise to the implementation and ongoing support of interfaces and integration solutions.

Oversee, assist and support in the development and implementation of integration solutions, to include working with end users and external vendors to identify the requirements, and assisting in the system analysis and development of system interfaces. Provide interfacing expertise and serve as a key liaison between interfacing entities; providing assistance in defining system integration requirements. Support and enhance new and existing interfaces.

Assist in the preparation and execution of system user acceptance testing (UAT) plans – in relation to interfacing / integration system testing. Analyze, design, and prepare systems change impact assessments for service requests, program/policy changes, audit findings, and system defects.

Ensure the quality and design integrity of assigned projects, including analysis, systems testing, test data preparation, documentation, and implementation of new and existing systems and/or functional components. Verify that proposed business and technical solutions will produce the intended results.

Communicate with DOIT and DHHS management, business analysts, and other related entities on issues and major decisions. Coordinate project activity, engage key program area decision makers, and maintain oversight over contractor team and state technical staff assigned to the project.

Apply best practices like Agile development methodology and enforce SDLC standards, and tool usage within the team to maintain consistency.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with at least fifteen (15) credit hours in the field of computer sciences. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Six years’ experience as a computer programmer or systems analyst associated with a late generation medium or large scale on-line computer systems or computer networks similar to the recruiting agency; at least three years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must be eligible to hold a valid New Hampshire driver’s license and have access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS:

1. Three years’ experience in Object Oriented Application Design (OOAD); two years’ experience in Java application development; and two years’ experience in Oracle database management techniques required.

2. At least 5 years of development experience with primary focus in developing interfaces and batch processing.

3. Two years’ experience in database management techniques, including practical experience in writing complex SQL scripts involving multiple tables.

4. Specialist knowledge of and experience with different system technologies.

5. Excellent communication, organizational and presentation skills.

PREFERRED QUALIFICATIONS: Experience in Agile development methodology is preferred. Background in Medicaid, MMIS (Medicaid Management Information Systems) and/or healthcare is preferred. Working knowledge of EDI data maps is also preferred.
