Systems Analyst Advisor will analyze and classify complex change requests; translate business requirements into detailed design requirements; support development of implementation plans; support data information planning for the healthcare domain; work with stakeholders to identify future system opportunities and enhancements; perform estimates for application functionality enhancements; ensure adherence to process guidelines and standards applicable to legislative, compliance, certification and internal Anthem standards; develop customer strategy plans and recommend technology solutions to meet business requirements; address customer issues, prepare alternatives and implement solutions; identify and manage risks and develop contingency plans to resolve issues that impact business objectives; assist in identification of implementation issues and oversee warranty support for projects delivered; work with the IT learning organization to mentor and assist in training initiatives and perform estimates for application functionality enhancement costs, resource consumption and response time, including impacts to BRM/business users; and develop use cases and provide oversight and quality assurance on team use cases.

Qualifications

Bachelor’s degree in computer science, information systems, engineering or related field (willing to accept foreign education equivalent) and 6 years of full SDLC experience or, alternatively, a Master’s degree and 4 years of experience as stated above. Specific skills/other requirements (quantitative experience requirements not applicable to this section) – must have demonstrated proficiency in the following: healthcare domain, including care management; creating requirement artifacts, including system process flows and use cases; Rational toolset, including RequistePro, ClearQuest, RQM and RDNG; and Web Services, including SOA, XML, SOAP UI and EDI transactions.
