Our Utilities department is looking for a technical savvy, motivated individual to help implement our Utilities IT Strategic Plan. The Plan emphasizes on Asset Management and performance measures. In addition you will provide technical and user support for Utilities Department systems in pre-production and production environments. Responsibilities include internal customer support, day-to-day execution of system maintenance and operations, providing troubleshooting support, testing software and configuration changes, managing software releases, maintaining vendor relationships, developing customized reporting, performing process improvement analysis, leading technology projects, and keeping system documentation up to date.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Checking logs, running reports, helping to monitor resource usage, scheduling batch jobs, and manual execution of interfaces as needed.
  • Planning and execution of minor upgrades
  • Coordinating test environment set up and client installs, development of test scripts, performing system and integration testing.
  • Working with users, Help Desk staff, vendors, and IT staff to assess, perform root cause analysis etc to resolve issues with applications, processes, or controls.
  • Project Management of small to medium projects or modules of larger projects under the guidance of a Lead or Project Manager.
  • Develop system specifications and user documentation of application configuration, interfaces, system backup and archival, disaster recovery procedures, customized reports, and support contacts
  • Developing queries, standard reports and report templates that can be used by end-users.
  • Analyze and design small targeted databases and computer applications to assist end-users with support needs.
  • Provide technical evaluations and recommendations; assess technical, operational, and procedural impacts of vendor software changes
  • Work in partnership with enterprise Information Technology Department. Team participation may involve leadership or contributing team member responsibilities, as required
  • Provides mentoring and coaching to others as required

  • Work is performed under moderate to general supervision.
  • May provide mentoring and coaching to others
  • No formal supervisory responsibilities.

QUALIFICATIONS:

Knowledge, Skills, and Abilities

  • Ability to manage small to medium projects
  • Strong technical experience in relational databases (MS Access and MS SQL)
  • Knowledge of HTML5 and programming languages a plus
  • Ability to create systems solutions based on developing a deep understanding of business needs and processes.
  • Understanding of Structure Query Language (SQL), report systems, and data models of assigned applications
  • Ability to write scripts using standard scripting tools, such as VBscript, Java Script, etc.
  • Ability to design, create and populate small to moderate databases using SQL or Oracle.
  • Proficiencies in Microsoft Office applications (including VISIO and MS Project) and development languages.
  • Proficient in using Crystal Reports for report creation.
  • Ability to work with web services, SharePoint, and InfoPath forms.
  • Ability to develop business process workflows.
  • Ability to design, create, and perform unit testing, system testing, and performance benchmark testing.
  • Ability to be a positive change agent and juggle competing priorities.
  • Ability to adapt to changing business needs and assignments, as required.
  • Demonstrated knowledge and experience in the operations of enterprise systems in a production environment which includes commercial-off-the-shelf (COTS) systems.
  • Strong problem solving skills.
  • Excellent written and verbal communications skills with technical and non-technical audiences
  • Excellent organizational and interpersonal skills
  • A basic knowledge of ESRI/ArcGIS technologies would be a plus

Education and Other Requirements

  • Graduation from an accredited four-year college or university with a degree in Computer Science, Business Systems or other related field(s) preferred;
  • Four or more years of progressively responsible related experience in network operation systems, local area network support and administration, or network administration.
  • Experience working with maintenance management and financial applications is a plus. Experience with the IBM Maximo Maintenance Management Information System (MMIS) preferred;
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
